Abu Dhabi Partners with The Boring Company to Explore Revolutionary Underground Infrastructure Solutions

The Abu Dhabi Projects and Infrastructure Centre has entered a strategic partnership with The Boring Company to assess advanced tunnelling technology and underground transport systems that could transform urban connectivity and sustainable development across the emirate.

The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has embarked on an exploratory partnership with The Boring Company, a leading advanced tunnelling and infrastructure technology enterprise, to investigate underground transport, utility tunnels and related infrastructure solutions across the emirate.

The agreement was formalised during the Liveability and Investment Exhibition (LIVEX 2026) by His Excellency Eng. Maysarah Mahmoud Salim Eid, Director General of ADPIC, and Steve Davis, President of The Boring Company, with His Excellency Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport, witnessing the collaboration.

Advancing Urban Infrastructure

The initiative represents a forward-thinking approach to addressing the complex infrastructure demands of a rapidly evolving urban landscape. Through this partnership, both organisations will conduct a comprehensive assessment of advanced underground infrastructure solutions designed to enhance connectivity, strengthen system reliability and support sustainable urban development across Abu Dhabi.

The collaboration will leverage international expertise and proven best practices in project feasibility assessment, delivery mechanisms and operational frameworks, whilst simultaneously building local capabilities and investigating Abu Dhabi’s potential as a regional centre of excellence for advanced tunnelling and underground infrastructure development.

Technical Cooperation and Knowledge Exchange

The partnership encompasses extensive technical and strategic dialogue focusing on underground transportation systems, utility tunnels and associated infrastructure. This will include detailed exploration of tunnel planning methodologies, advanced boring technologies, construction approaches, safety protocols, operations and maintenance procedures, digital engineering applications, automation systems and comprehensive infrastructure lifecycle management.

Mohamed Ali Al Shorafa emphasised the strategic importance of this collaboration: “Infrastructure is one of the most important drivers of future opportunity, enabling cities to grow efficiently, strengthen connectivity and create lasting value for communities. Our partnership with The Boring Company reflects Abu Dhabi’s ambition to combine long-term vision, innovation and global expertise to unlock new possibilities for infrastructure development.”

His Excellency Eng. ADPIC currently manages an infrastructure portfolio exceeding US$56 billion and successfully supported the delivery of 100 capital projects throughout 2025 alone.
