The UAE’s Wage Protection System transforms into a seamless digital platform

The UAE's Wage Protection System transforms into a seamless digital platform

An upgraded system now enables employers to manage salary payments without paperwork, whilst workers benefit from faster, more reliable transfers through secure digital channels

The mechanics of wage payment have undergone a profound transformation. Where once employers navigated bureaucratic processes and visited financial institutions to register workers, a digital ecosystem now handles the entire operation with speed and precision. The upgraded Wage Protection System, rolled out across the Emirates since December 2025, represents a fundamental shift in how the labour market functions: from compliance mechanism to integrated financial platform.

Developed by the Ministry of Human Resources and Emiratisation in collaboration with the Central Bank of the UAE and Al Etihad Payments, the system harnesses secure application programming interfaces to enable real-time data exchange between government and financial institutions. The result is immediate and tangible. Employers manage salary payments entirely online, eliminating paperwork and the friction of institutional visits. Workers receive their salaries with enhanced reliability and transparency. The system now processes an average of AED37 billion monthly, covering more than 99 per cent of private-sector workers across the Emirates.

The architecture reflects careful partnership. Al Etihad Payments, the national payments entity owned by the Central Bank, operates the central platform and provides the critical connectivity between the Ministry of Human Resources and Emiratisation and participating financial institutions. The network has expanded deliberately, with seven new partners joining an existing cohort: First Abu Dhabi Bank, Emirates NBD, Dubai Islamic Bank, Mashreq Bank, Ajman Bank, Lari Exchange and First Gulf Exchange Centre. The total now stands at seventeen institutions, including Al Ansari Exchange, Lulu Exchange, GCC Exchange, Al Fardan Exchange, Wio Bank, Abu Dhabi Islamic Bank, Al Maryah Community Bank, Habib Bank AG Zurich, e& Group and Botim.

The practical experience has improved markedly for all parties. Employers establish profiles through secure digital channels, register information and receive approval through verified procedures. Financial institutions gain direct connectivity, streamlining procedures and enhancing reliability. Workers benefit from the certainty of timely payment and the transparency this infrastructure provides.

Dalal Al Shehhi, Assistant Undersecretary for Labour Protection at the Ministry of Human Resources and Emiratisation, describes the system’s evolution as a move beyond compliance toward an integrated digital financial platform that generates reliable labour market data. The initiative strengthens social and insurance protection, advances financial inclusion and reduces bureaucracy through artificial intelligence and digital governance, supporting the objectives of We the UAE 2031. Dr. Tareq Al Hawi, Chief Operating Officer of Al Etihad Payments, emphasises the platform’s role in accelerating salary processing and accurately tracking wage transfers, reflecting continued progress in the UAE’s digital financial infrastructure.

Banking partners speak to the practical benefits. Futoon Hamdan Al Mazrouei, Group Head of Personal, Business, Wealth and Privileged Client Banking at First Abu Dhabi Bank, notes that the upgraded system improves employers’ experience and wage management efficiency. Ahmed Al Qassim, Group Head of Wholesale Banking at Emirates NBD, observes that direct digital connectivity simplifies procedures and enhances reliability. Dr. Adnan Chilwan, Group Chief Executive Officer of Dubai Islamic Bank, positions the bank’s participation within Islamic banking principles of transparency, fairness and responsibility, noting that collaboration will accelerate payments and support labour market stability.

Fernando Morillo, Group Head of Retail Banking at Mashreq, describes secure digital payment channels as advancing financial inclusion and operational efficiency, supporting the country’s position as a global centre for innovation. Mustafa Al Khalfawi, Chief Executive Officer of Ajman Bank, emphasises how participation supports digital transformation and financial inclusion. Fouad Abbas Darwish Lari, Chief Executive Officer of Lari Exchange, highlights how direct integration improves salary processing and data management. Mohammed Al Otaibi of First Gulf Exchange Centre outlines the employer experience: registration through a secure digital link, creation of confidential login credentials and establishment of individual profiles, followed by review, verification and approval.

What it means for Abu Dhabi

The upgraded Wage Protection System represents a maturing of institutional frameworks that underpin the labour market across the Emirates. For Abu Dhabi, the system’s expansion and integration with additional financial partners strengthens the infrastructure supporting both employers and workers. The removal of bureaucratic friction and the introduction of real-time data exchange create conditions for greater efficiency and transparency in wage administration, supporting the stability and competitiveness of Abu Dhabi’s private sector.

The initiative aligns with the broader digital governance agenda articulated in We the UAE 2031, advancing financial inclusion and reducing administrative burden through technology. For workers across Abu Dhabi’s diverse economy, the certainty of timely, transparent salary transfer strengthens social protection and economic security, whilst for employers, streamlined processes and direct digital connectivity reduce operational complexity. The system’s comprehensive coverage and integrated approach reflect a commitment to building labour market institutions that serve both efficiency and worker protection.
