The fourth ENACT Majlis convenes over one hundred industry figures to examine how investment in advanced technology and infrastructure can fortify energy systems against mounting threats
When over one hundred global leaders converge in Abu Dhabi this Sunday, the conversation will turn to a challenge that has grown sharper and more urgent: how to build energy systems that can withstand physical attack, cyberattack and the unpredictable pressures of a rapidly evolving world economy.
The fourth ENACT Majlis brings together figures from energy, technology, investment and policy to explore the investments, partnerships and technologies required to strengthen global energy resilience. The gathering arrives at a moment of particular consequence. Physical attacks on energy infrastructure have increased sixfold over the past six years, whilst cyberattacks have doubled in the last two years, a trend that has prompted urgent reassessment of preparedness across the sector.
Dr Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology, ADNOC Managing Director and Group CEO, Executive Chairman of XRG and Chairman of Masdar, frames the challenge with precision: “Energy security is economic stability. As global energy demand grows and disruption increases, we need systems that can deliver more energy, more reliably, and perform under pressure. That means investing in capacity, flexibility and the intelligence to anticipate, adapt and recover faster.”
The Majlis will examine how investment in infrastructure, system flexibility and advanced technologies, including artificial intelligence, can support an energy landscape that is becoming increasingly complex. As we reported in our coverage of energy leadership research, two-thirds of energy leaders now prioritise artificial intelligence investment, with adoption accelerating across the sector.
Held in partnership with ADNOC, XRG and Masdar, this year’s Majlis will centre on placing resilience at the heart of investment decisions, accelerating the deployment of AI and robotics, and strengthening partnerships that enhance energy security. The programme will explore how to address vulnerabilities across energy systems by embedding resilience into investment decisions and infrastructure planning, whilst examining how advanced technologies can make these systems more adaptive and better integrated.
Since its launch in Abu Dhabi in 2024, ENACT has expanded to Washington and returned to the capital, establishing itself as a platform for cross-sector collaboration rooted in the Emirati Majlis tradition of trusted and constructive dialogue. The fourth edition represents a maturation of the platform’s mission: translating dialogue into partnerships, practical action and investable solutions.
The gathering takes place on the eve of ADIPEC 2026, positioning Abu Dhabi as a global convening platform at the intersection of energy, technology and investment. The discussions that will unfold at the Majlis are expected to carry into wider industry conversations during the broader conference, reinforcing the priorities that will shape the sector’s trajectory.
What it means for Abu Dhabi
Abu Dhabi’s role as a global energy hub is deepened by its capacity to convene leaders around shared challenges and opportunities. The ENACT Majlis reinforces the capital’s standing as a place where serious industry figures gather to translate complex global issues into actionable strategy and partnership.
For the Emirate itself, hosting discussions about energy resilience, AI deployment and cross-sector partnerships reflects and strengthens Abu Dhabi’s leadership position in addressing the energy security challenges that will define the coming years. The focus on resilience and advanced technology aligns with the strategic priorities that have positioned the Emirate as a forward-thinking energy leader.
