H.H. Sheikh Khaled bin Mohamed bin Zayed Al Nahyan has met with OpenAI's leadership to advance the emirate's ambition to become the world's first AI-native government, with four landmark agreements signed across government, energy and investment sectors.
The convergence of artificial intelligence and governance has long been theoretical. In Abu Dhabi, it is becoming operational. H.H. Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, met with Sam Altman, Chief Executive of OpenAI, on 2 November to chart a course for deepening technological cooperation between the emirate and the global AI leader.
The discussion crystallised around a singular vision: harnessing advanced AI technologies to transform government services and catalyse innovation across Abu Dhabi’s most strategic sectors. This ambition sits at the heart of the emirate’s economic priorities and its determination to establish itself as a global centre for AI innovation and responsible deployment. Following the meeting, the Crown Prince witnessed the signing of four agreements between Abu Dhabi-based entities and OpenAI, each addressing distinct domains of transformation.
In the energy sector, ADNOC, G42 (through its subsidiary Inception42) and OpenAI have signed a landmark agreement that positions ADNOC as the first energy company globally to deploy OpenAI’s frontier technology at operational scale. The partnership will weave advanced AI capabilities throughout ADNOC’s operations, enabling more sophisticated operational, investment and commercial decision-making. Deployed on OpenAI’s GPT models using in-country inference infrastructure within the UAE, this collaboration represents a substantial step towards ADNOC’s pursuit of becoming the world’s most technology and AI-enabled energy company.
Government transformation takes shape through the world’s first AI-native Machine-Readable Government initiative, launched by Abu Dhabi Government and OpenAI. As Abu Dhabi continues to convene global leadership across energy, technology and investment sectors, this initiative translates government policies and regulations into machine-readable form, enabling AI-powered systems to assist officials with routine regulatory compliance assessments, including the issuance of permits and certificates. Each assessment remains traceable to its governing rule, with government officials retaining full oversight and accountability for final decisions. Led by the Department of Government Enablement and piloted with the Abu Dhabi Agriculture and Food Safety Authority, the system harnesses OpenAI’s UAE inference residency, with real-time computation running on GPUs within UAE data centres.
In the investment domain, Mubadala, Inception42 and OpenAI have signed an agreement to deploy advanced AI capabilities in investment analysis, opportunity identification and risk assessment, supporting more informed decision making and sustained value creation. Additionally, Inception42 and OpenAI have committed to a five-year partnership to facilitate the adoption of frontier AI across government, enterprise and education sectors throughout the UAE, combining OpenAI’s frontier models and AI expertise with Inception42’s applied capabilities and professional services.
Sam Altman remarked that Abu Dhabi and the UAE are establishing a bold global standard for AI integration across public and private sectors, anchored in a shared commitment to safety, accessibility and responsible innovation.
What it means for Abu Dhabi
These four agreements represent a decisive pivot from AI exploration towards scaled deployment across the emirate’s most critical systems. Abu Dhabi’s commitment to becoming the world’s first AI-native government is no longer aspirational; it is now embedded in functioning infrastructure and concrete partnerships with the world’s leading AI organisation. The implications ripple across sectors: ADNOC’s deployment of frontier technology enhances energy productivity and economic competitiveness; government services become more efficient and transparent; investment decisions gain precision and foresight.
For Abu Dhabi’s residents and businesses, this transformation promises tangible benefits. Government services will become faster and more responsive. The private sector gains access to world-leading AI capabilities. The emirate’s position as a global hub for AI innovation is reinforced, attracting talent, investment and international collaboration. These agreements demonstrate that Abu Dhabi’s vision for a knowledge-based, innovation-driven economy is not merely rhetorical but actively constructed through partnerships, infrastructure and strategic vision.
