Abu Dhabi’s Urban Vision: Learning from London’s Modern Cities

Abu Dhabi's Urban Vision: Learning from London's Modern Cities

A senior delegation from the Department of Municipalities and Transport travelled to London to examine how world-leading approaches to city planning and sustainable transport might inform Abu Dhabi's own ambitious urban development strategy.

The study of cities and how they function, how they move and how they serve their residents remains one of the most consequential challenges of contemporary governance. A delegation from Abu Dhabi’s Department of Municipalities and Transport recently undertook precisely this work, spending time in London to explore the mechanisms through which leading global cities achieve efficiency, sustainability and quality of life.

Led by Mohamed Ali Al Shorafa, Chairman of DMT, the group examined the latest developments in urban planning and transport infrastructure, alongside the emerging role of digital simulation and data analysis in shaping these decisions. The visit encompassed not merely technical sessions but also field visits to major regeneration projects, allowing the delegation to observe practical outcomes where theory has been realised in the built environment.

The programme reflected a broader commitment to international collaboration. As Mr Al Shorafa explained, Abu Dhabi’s approach to developing its cities rests upon drawing from successful global experience and strengthening partnerships with leading organisations worldwide. “Our time in London provided an important opportunity to exchange knowledge and expertise with leading international organisations and examine practical solutions and experience that can support our work to create a more efficient built environment,” he noted.

The delegation engaged with Arup, the global engineering and design consultancy, in meetings and technical sessions exploring the connections between land use and transport networks. Their discussions addressed how improved mobility and access to destinations and services can support the creation of mixed-use districts, a cornerstone of contemporary urban thinking. This engagement proved sufficiently substantive that the Urban Planning and Permits Centre, a DMT affiliate, formalised cooperation through a memorandum of understanding with Arup. The agreement encompasses developing integrated planning mechanisms, applying advanced digital technologies and improving coordination between land use, transport and infrastructure, whilst supporting the exchange of international best practices.

The delegation reviewed sophisticated digital simulation tools, including the Madrid City Simulator, which permit assessment of urban development scenarios and their potential effects on transport and land use. Discussions also encompassed the Public Art Abu Dhabi project and how art and cultural elements, thoughtfully incorporated into public space design, strengthen local identity and create environments combining cultural value with residents’ everyday needs.

The field programme included visits to Battersea, Canary Wharf and King’s Cross, major development areas that exemplify urban regeneration and the creation of mixed-use destinations. These visits offered practical insights into improving connections between neighbourhoods and key centres, making movement and access easier and more intuitive.

What it means for Abu Dhabi

This engagement represents a significant step in Abu Dhabi’s commitment to positioning itself as a global model for people-centred cities. By systematically examining how London and other leading cities have tackled urban challenges, the emirate can draw upon international expertise to strengthen its own systems, improve efficiency and advance sustainable growth. The formalisation of cooperation with Arup and other specialist organisations creates enduring channels for knowledge exchange and innovation.

The work undertaken during this visit directly supports Abu Dhabi’s broader vision of building connected and sustainable communities that respond to residents’ needs and future aspirations. As the emirate continues to develop, these international partnerships and the insights they generate will prove essential in creating cities that combine infrastructure excellence with cultural vitality, ensuring that growth remains centred upon enhancing quality of life for all who live and work here. As we reported in earlier coverage, Abu Dhabi has been expanding its strategic engagement with the United Kingdom, as exemplified by its landmark London investment partnerships.
