UAE delegation seeks to broaden Government Experience Exchange with Senegal
A federal UAE delegation led by Assistant Minister Mohamed bin Taliah held talks in Dakar to expand a partnership on government modernisation, capacity building and project implementation tied to Senegal’s national priorities.
UAE explores deeper government-to-government cooperation in Senegal
A United Arab Emirates government delegation visited Senegal on 14 September 2026 to discuss widening the bilateral Government Experience Exchange partnership, with a focus on initiatives aligned to Senegal’s national transformation agenda and measures to improve government performance and institutional capacity.
The delegation was headed by Mohamed bin Taliah, Assistant Minister of Cabinet Affairs for Government Experience Exchange. He held a series of meetings with senior Senegalese officials, including Alain Diouf, Minister to the President of the Republic of Senegal in charge of Monitoring and Evaluation of the “Senegal 2050” National Transformation Agenda; Thioro Mbaye Sall, Secretary‑General of the Ministry of Civil Service, Public Service Transformation; Dr Birame Holo Ba, Director‑General of the Operational Bureau for Coordination and Monitoring of Projects and Programmes (BOCS); Babacar Ning, Director‑General of the Sovereign Fund for Strategic Investments (FONSIS); and Arona Touré, Director of Technical Cooperation and Coordinator of the Support Programme for Solidarity Development Initiatives.
Discussions reviewed the progress of the long‑standing partnership and explored areas in which the UAE programme can support Senegal’s priorities — including government transformation, monitoring and evaluation, human capital development, and measures to enhance delivery and implementation of national projects.
The UAE Government Experience Exchange Programme, launched in 2018 by the UAE Government, shares public‑sector best practice with partner countries. The UAE and Senegal formalised their cooperation with a memorandum of understanding in February 2020, which was renewed in February 2026.
Since the partnership began, it has delivered 231 workshops for 8,056 participants across topics such as government services, government excellence and innovation, leadership and capacity building, government accelerators, strategy and performance. The collaboration also supported the launch of the One Million Coders initiative in 2022.
Meetings with Senegalese counterparts explored specific mechanisms for monitoring and accelerating the implementation of national programmes, opportunities for public‑service workforce development, and areas where sovereign investment expertise could bolster economic development objectives. The delegation received briefings on recent developments, governance structures and the role of FONSIS in underpinning strategic projects.
Mohamed bin Taliah emphasised the UAE’s approach of exchanging knowledge, experience and learning to help governments translate expertise into measurable outcomes and sustainable institutional improvements. The visit is described by officials as building on prior achievements and identifying new practical projects aligned with Senegal’s medium‑ and long‑term goals.
