Abu Dhabi Approves Record 43.6 Million Square Metres of Development in First Half of 2026
The Urban Planning and Permits Centre has delivered a robust surge in urban planning capacity, with approvals rising 40 per cent year-on-year as the emirate balances ambitious growth with integrated infrastructure planning.
The Urban Planning and Permits Centre at the Department of Municipalities and Transport has approved 43.6 million square metres of Gross Floor Area across development projects and master plans during the first half of 2026, marking a substantial acceleration in the emirate’s urban expansion. This represents a 40 per cent increase compared to the equivalent period in 2025, with a net addition of 12.46 million square metres of developable capacity.
The approvals encompass designated areas within master plans and projects that establish the planning foundation for future requirements across housing, public amenities, transport infrastructure, and allied services. This structured approach supports measured urban growth across Abu Dhabi’s diverse regions whilst maintaining alignment with broader sustainability and quality-of-life objectives.
Strategic Growth Framework
His Excellency Eng. Abdulla Mohamed Al Blooshi, Director General of the Urban Planning and Permits Centre, articulated the department’s philosophy on measuring success: “These record results confirm Abu Dhabi’s capacity to absorb its urban growth within an integrated planning framework. We do not measure success by the volume of approved space alone, but by our ability to align this growth with Abu Dhabi’s urban plan, quality-of-life priorities, and the carrying capacity of transport and infrastructure. This integrated approach supports the development of thriving communities that attract residents and long-term investment.”
Permitting and Building Standards
The first half of 2026 witnessed the issuance of 4,730 new building permits, representing annual growth of 0.9 per cent. A particularly significant development has been the initial rollout of the Building Information Modeling system, which processed 119 transactions during the period. This technology-driven initiative aims to elevate the quality of engineering reviews and strengthen coordination between government entities, developers and consulting firms.
The department also registered and licensed 4,574 new engineers during the period, bringing the total roster of registered and licensed engineers to 10,280. This expansion of the professional engineering workforce supports enhanced oversight of construction standards and technical compliance.
Infrastructure Services and Operational Efficiency
Development-related infrastructure services reached 22,035 transactions, an increase of 5,280 services representing 31.5 per cent growth compared to the first half of 2025. These encompassed approvals for utility line corridors, residential connections, parking facilities, pedestrian sidewalks, building entrances, road projects, and No Objection Certificates.
Field operations have achieved considerable efficiency gains. The department completed 15,375 transactions within 24 hours out of 18,777 survey transactions and field visits—equivalent to nearly 82 per cent of total activity. Technical site inspections reached 54,852 requests, an increase of 4,922 inspections and 9.9 per cent growth, supporting rigorous compliance oversight across safety, quality and engineering standards.
Integrated Performance Metrics
The results reflect a comprehensive integration of functions across the Urban Planning and Permits Centre, spanning strategic planning, development activation, permitting, built environment regulation, oversight and digital transformation. The Department of Municipalities and Transport continues refining its performance measurement framework, moving beyond transaction volume to assess the tangible impact of planning decisions on district completion timelines, service quality, execution speed and the overall attractiveness of Abu Dhabi’s urban environment for residence and investment.
