The Department of Municipalities and Transport has launched a transformative vision for Musaffah, reimagining one of the capital's largest industrial zones as a future-ready innovation district designed to attract investment, drive economic growth and create employment across advanced manufacturing, energy transition and emerging technologies.

The Department of Municipalities and Transport has announced the launch of the Musaffah Innovation District, a comprehensive strategic initiative unveiled at LIVEX 2026 that will reshape one of Abu Dhabi’s most significant industrial areas into a globally competitive hub for innovation and investment.

Musaffah has long served as a cornerstone of the emirate’s economic development, underpinning industrial activity, manufacturing, logistics and trade that have been instrumental in building Abu Dhabi’s prosperity. As the emirate pursues diversification and strengthens its position on the world economic stage, Musaffah is being repositioned as a forward-looking innovation district capable of attracting substantial investment, enabling robust business expansion and unlocking opportunities across advanced industries.

Comprehensive revitalisation programme

The transformation will be executed through the Musaffah Revitalization and Development Plan (MRDP), an extensive long-term programme that will enhance the district through coordinated improvements spanning zoning and land use, infrastructure development, mobility solutions, municipal services, public spaces and the broader business environment. The MRDP is designed to create a more connected, sustainable and livable industrial district that will elevate the experience of businesses, employees and residents whilst strengthening productivity, attracting talent and advancing environmental sustainability objectives.

The programme represents one of Abu Dhabi’s largest long-term investment initiatives, offering investors a transparent, multi-decade roadmap for participation in one of the emirate’s most consequential industrial and urban transformation undertakings. Investment opportunities span advanced manufacturing, logistics and supply chain infrastructure, industrial services, commercial and mixed-use developments, waterfront destinations, residential communities, innovation and technology, green industries and municipal infrastructure. Multiple investment models will be available, including Musataha agreements, long-term leasehold arrangements, public-private partnerships and strategic development partnerships, creating pathways for local, regional and international investors.

Phased development strategy

The first development phase, extending to 2030, will establish foundational infrastructure for the district, including the 8th Street and E30 corridor projects. Initial development will concentrate on pilot sites in northern Musaffah and along the Northern Waterfront, incorporating new mixed-use and residential developments, a new district centre and the upgrading of the existing automotive cluster. Approximately 100 hectares of development-ready land will be released initially, prioritising subsectors including light industrial activities such as automotive services, carpentry and woodwork, food production and retail and wholesale trade; city-serving logistics encompassing warehousing, cold storage and last-mile distribution; and green construction industries including building materials and modular and prefabricated components.

The second phase, spanning 2030 to 2035, will accelerate delivery through substantial catalytic development blocks totalling more than 100 hectares, released progressively across the district’s investment zones to establish new industrial clusters. Prioritised subsectors in this phase include advanced manufacturing encompassing semiconductors, electric vehicle and aerospace supply chains and robotics; energy transition industries such as hydrogen, sustainable fuels, solar and energy storage; technology and life sciences including MedTech and data centres; green innovation and investment; maritime and blue economy industries; and expanded city-serving logistics complemented by new mixed-use centres and housing.

Substantial economic impact projected

At full implementation, the MRDP is expected to increase GDP by 12.3 per cent, generate an annual GDP contribution of AED227 billion and support approximately 269,800 jobs, with 26 per cent projected to be high-skilled positions.

His Excellency Abdulla Mohamed Alblooshi, Director General of the Urban Planning and Permits Centre at the Department of Municipalities and Transport, added: “The work undertaken over the past two years has given us a clear understanding of what Musaffah needs to support its next phase of growth. Through detailed planning and engagement with businesses and stakeholders, we have focused on infrastructure, mobility, environmental performance, industrial clustering, land use and investment that will strengthen the district’s competitiveness and create greater value for businesses, investors and the wider community.”

The initiative reinforces Abu Dhabi’s commitment to strengthening its industrial economy through sustained long-term planning, coordinated government delivery and strategic partnerships with the private sector, positioning the emirate as one of the world’s premier destinations for industry, investment and economic competitiveness.
