A billion dirham lifeline: how the UAE is building resilience into its industrial future

A billion dirham lifeline: how the UAE is building resilience into its industrial future

The National Industrial Resilience Fund opens its doors to manufacturers, offering concessional financing to strengthen domestic production in critical sectors from pharmaceuticals to food processing.

The mechanics of national resilience often work quietly, behind the scenes. Yet when a government creates a dedicated fund to strengthen the sinews of its industrial base, something significant is underway. The Emirates Development Bank has activated its online portal for the AED1 billion National Industrial Resilience Fund, a strategic initiative that reflects the UAE’s deepening commitment to self sufficiency in essential sectors.

The Fund, established by Cabinet decision in April 2026, represents a sophisticated approach to industrial policy. Rather than scattering resources thinly, it targets specific critical sectors: pharmaceuticals, medical supplies, food and food processing industries. The eligibility criteria are precise, the financing mechanisms clearly structured. Capital expenditure financing covers up to 80 percent of eligible project costs, capped at AED100 million per group, with an attractive 0 percent interest rate until the programme’s end, subject to an annual service fee of 0.75 percent. New factories and expanding existing operations both qualify, provided they meet EDB’s credit assessment standards.

What distinguishes this initiative is its explicit connection to market reality. Hasan Jasem Al Nowais, Undersecretary of the Ministry of Industry and Advanced Technology, emphasises the strategy: the Fund serves as a mechanism to connect priority industrial opportunities with the financing needed to implement them, linking confirmed market demand to commercially viable projects. This approach supports the localisation of strategic industries, accelerates import substitution and strengthens national supply chain resilience. As earlier reported, the energy sector alone presents AED25 billion in procurement opportunities that channel into domestic industrial growth.

The Fund financing extends beyond capital expenditure. Loans also support the building of strategic inventories, supplier payments and working capital to increase production, alongside expansion of integrated storage infrastructure. The governance structure ensures rigorous oversight: a Joint Governance Committee, chaired by MoIAT and including the Ministry of Finance and EDB as members, stewards both the Fund’s financing mechanisms and its operating procedures.

Ahmed Mohamed Al Naqbi, Chief Executive Officer of Emirates Development Bank, frames the initiative in terms of national interest: by linking financing to confirmed market demand, EDB can support commercially viable projects that strengthen national supply chains and create new opportunities for manufacturers. The Fund also encourages adoption of advanced manufacturing technologies, including industrial artificial intelligence and automation, reflecting the UAE’s broader commitment to technological advancement.

Factory Forward UAE, launched in September 2026, already demonstrates this commitment across over 700 factories, with intensive industrial technology programmes underway. The National Industrial Resilience Fund extends this vision, offering the financial architecture to translate technological ambition into productive reality.

What it means for Abu Dhabi

For the Emirate’s industrial sector, the Fund’s activation represents a significant inflection point. Abu Dhabi’s manufacturers, particularly those in pharmaceuticals, medical supplies and food processing, now have access to concessional financing explicitly designed to support expansion and integration. The emphasis on supply chain resilience carries particular weight: it signals that the UAE’s industrial strategy prioritises domestic capacity building in sectors critical to national security and economic stability.

The governance approach, centred on the Ministry of Industry and Advanced Technology, ensures that industrial development aligns with national priorities and broader economic strategy. For Abu Dhabi businesses, the practical effect is straightforward: the portal is open, the terms are published on EDB’s website, and the invitation is explicit. Investors, new factory operators and existing manufacturers undertaking expansion projects in critical sectors can now apply for financing that reflects the government’s commitment to building a more resilient, self sufficient industrial ecosystem.
