UAE Convenes International Expertise in Radiation Emergency Preparedness

UAE Convenes International Expertise in Radiation Emergency Preparedness

Abu Dhabi hosts the IAEA School of Radiation Emergency Management, drawing specialists from across the nation's federal and emirate institutions to refine coordinated response capabilities and strengthen nuclear safety standards.

The convergence of expertise in emergency management and nuclear safety marks a significant moment for the UAE’s institutional preparedness. Over two weeks in October, the Federal Authority for Nuclear Regulation (FANR), working alongside the International Atomic Energy Agency (IAEA) and Abu Dhabi Civil Defence Authority (ADCDA), brought together professionals from more than 25 national entities to participate in the IAEA School of Radiation Emergency Management. The programme, conducted from 12 to 23 October 2026 under the IAEA Technical Cooperation Programme, represents the international body’s commitment to strengthening member nations’ capacity to prepare for and respond to radiological emergencies.

The curriculum balanced theoretical learning with hands-on practice. Lectures, practical sessions and coordinated exercises guided participants through the complexities of nuclear and radiological emergency management, providing a forum for knowledge exchange and experience sharing. Attended by Hamad Al Kaabi, Director General of FANR, and Major General Salem Abdullah bin Barrak Al Dhaheri, Director General of Abu Dhabi Civil Defence Authority, the initiative underscores the UAE’s alignment with international safety protocols and guidance.

At the opening ceremony, Al Kaabi articulated the underlying philosophy: “Recent geopolitical developments have highlighted the importance of remaining vigilant and prepared for potential nuclear and radiological emergencies. The UAE remains committed to maintaining a high level of readiness through continuous improvement of its emergency arrangements, investment in national expertise and close cooperation with international partners.” This commitment reflects the broader trajectory of the nation’s nuclear governance, as FANR demonstrated at the IAEA’s 70th General Conference in September, where the UAE delegation marked 50 years of membership and unveiled innovative monitoring technologies.

Major General Al Dhaheri emphasised that addressing emergencies of this scale demands more than preparedness; it requires sustained institutional coordination, unified planning and continuous investment in personnel development. “Strengthening institutional relations with international organisations and national entities constitutes a fundamental pillar in developing capabilities,” he noted, highlighting the integration of roles across specialised agencies and the protection of lives, property and environment.

The school represents the latest iteration of an IAEA initiative conducted since 2015, yet hosting it in Abu Dhabi carries particular significance. It signals the UAE’s standing as a responsible nuclear nation and reflects the outcomes of the IAEA’s recent advisory mission to Barakah Nuclear Power Plant, where international experts commended the nation’s exemplary emergency preparedness. The gathering of national specialists in Abu Dhabi reinforces collaborative architecture that extends beyond nuclear governance into broader civil defence and public safety frameworks.

What it means for Abu Dhabi

For Abu Dhabi and the wider Emirates, this initiative strengthens the institutional fabric that underpins public safety and environmental protection. By bringing together representatives from federal and local authorities, the programme creates a shared understanding of emergency protocols and builds the interpersonal networks essential for coordinated response. The knowledge gained and relationships forged during these two weeks enhance the UAE’s ability to manage potential radiological incidents with precision and unity across all relevant agencies.

Beyond the immediate practical benefits, hosting such an international programme reinforces the UAE’s position as a partner in global nuclear governance and safety standards. The commitment to continuous expertise development and cross-institutional coordination demonstrates that the nation takes its responsibilities toward public health, environmental stewardship and international cooperation with appropriate seriousness. This investment in human capital and institutional coordination ensures that Abu Dhabi’s emergency response capabilities remain at the highest international standard.
