Ministry of Finance establishes comprehensive accreditation framework for electronic invoicing service providers

A landmark ministerial decision introduces streamlined procedures for invoicing service providers, reflecting the UAE's transition to a fully operational electronic invoicing ecosystem.
The Ministry of Finance has unveiled Ministerial Decision No. 168 of 2026, which establishes an updated accreditation framework for Service Providers operating within the Electronic Invoicing System. This consequential decision, which took effect on 1st October 2026, supersedes the previous regulatory framework and represents a pivotal evolution in the UAE’s approach to electronic invoicing governance.
The updated framework reflects a fundamental transition within the UAE eInvoicing programme, moving from the foundational phases of ecosystem development and rigorous testing into a mature, fully operational environment. This progression necessitated a recalibration of accreditation procedures to align with the programme’s enhanced operational maturity and technical sophistication.
A defining characteristic of the new framework is the elimination of the pre-approval stage that characterised the previous regulatory model. The pre-approval approach served an essential function during the establishment phase, facilitating the measured onboarding of Service Providers whilst the underlying technical infrastructure and interoperability mechanisms were being developed and thoroughly tested. With the eInvoicing ecosystem now fully operational, the new framework transitions to a direct accreditation methodology, requiring Service Providers to complete comprehensive assessment and testing protocols before accreditation is conferred.
The Ministry has retained valuable flexibility provisions introduced through Ministerial Decision No. 56 of 2026, permitting Service Providers to engage third-party Peppol Service Provider Products and to outsource designated operational elements whilst maintaining absolute responsibility for regulatory compliance and service excellence.
The framework establishes clearly defined procedures governing accreditation renewal, continuous evaluation and termination, alongside formal mechanisms enabling Service Providers to object to termination determinations. These provisions create a transparent, equitable regulatory environment that balances supervisory oversight with procedural fairness.
Recognising the practical implications of this regulatory transition, the Ministry has established transitional arrangements for Service Providers who received preliminary approval under the previous framework. These providers have been afforded a 30-day period from 1st October 2026 to satisfy the accreditation requirements under the updated framework, with no fresh application necessary unless specifically directed by the Ministry. Service Providers failing to complete these requirements within the prescribed timeframe will have their preliminary approval terminated.
The Ministry of Finance affirmed that this decision reflects the UAE’s unwavering commitment to continuously refining the legislative and regulatory frameworks governing the tax system. The accreditation framework is designed to enhance compliance efficiency and strengthen regulatory governance whilst simultaneously bolstering the resilience and sustainability of the business community.
