UAE and Syria Forge Partnership on Government Modernisation and Development

The Minister of Cabinet Affairs has reaffirmed the UAE's commitment to sharing its pioneering approach to government development with friendly nations, during discussions with a Syrian ministerial delegation visiting the country.
Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs, has articulated the United Arab Emirates’ unwavering dedication to advancing government modernisation through strategic international partnerships. During a substantive meeting with Mohammad Hassan Al Sakkaf, Minister of Administrative Development of Syria, the two nations explored pathways to strengthen their collaborative efforts in institutional excellence and governmental reform.
The Syrian delegation’s visit to the UAE, undertaken within the framework of the Government Experience Exchange Programme, represents a meaningful opportunity for knowledge transfer and mutual enrichment. Al Gergawi emphasised the philosophical foundation underpinning the UAE’s approach to governance, observing that government expertise and knowledge attain their fullest potential when extended generously to friendly nations and international partners.
Reflecting on the principles that have guided the UAE’s transformation, Al Gergawi underscored that the construction of contemporary, resilient government systems demands substantial investment in human capital, institutional development and sophisticated service frameworks. The integration of cutting edge technology and artificial intelligence within government operations constitutes an essential dimension of this modernisation agenda.
The visiting Syrian delegation engaged in a comprehensive series of discussions with UAE government leaders and senior officials, examining a broad spectrum of governance disciplines. These encompassed legislative and policy development methodologies, strategic government accelerators, institutional performance metrics and excellence frameworks, coupled with initiatives designed to streamline administrative processes and eliminate bureaucratic inefficiencies.
Of particular significance, the delegation investigated human resources management approaches, leadership development programmes and capacity building initiatives that have distinguished the UAE’s government sector. Furthermore, the discussions extended to digital transformation strategies and the strategic application of artificial intelligence across government institutions, domains in which the UAE has established considerable expertise.
Both delegations identified promising areas for strengthened cooperation, drawing upon the UAE’s extensive experience in government modernisation. The discussions culminated in a commitment to develop tailored solutions and initiatives calibrated to address the specific requirements and priorities of Syrian government institutions.
The Government Experience Exchange Programme, established by the UAE Government in 2018, reflects a broader commitment to international collaboration in governance. Through this initiative, the UAE extends its accumulated knowledge and best practices to friendly nations, fostering partnerships that enhance government capacity, service delivery and institutional effectiveness across the region and beyond.
