Abu Dhabi Hosts 32nd IRENA Council as Global Energy Transition Reaches Critical Juncture

Over 300 government representatives gathered in the capital for the International Renewable Energy Agency's biannual decision-making body to assess progress and chart the course for the next phase of the worldwide shift towards renewable energy sources.

Abu Dhabi has become the focal point for deliberations on the global energy transition as the thirty-second Council meeting of the International Renewable Energy Agency convened in the capital from 14 to 16 October. The gathering brings together more than 300 government representatives and delegates to IRENA’s principal decision-making forum, where the Agency’s achievements are reviewed and collective priorities for the ensuing phase of renewable energy advancement are determined.

The energy transition landscape presents a compelling narrative of progress. Renewable energy deployment has reached unprecedented levels, technology costs have experienced substantial declines, and electrification is extending across diverse end-use sectors. Yet despite these encouraging developments, the velocity of implementation falls short of what is required. The world faces the simultaneous challenge of rapidly expanding electricity demand whilst energy efficiency and the essential infrastructure that supports the transition continue to lag considerably behind necessary requirements.

IRENA’s newly released World Energy Transition Outlook 2026 provides an incisive assessment of the transformations required to realign global efforts with a 1.5°C-compatible pathway following the current overshoot in carbon emissions. The document offers Member States a comprehensive framework through which to evaluate their advancement, identify implementation gaps and investigate opportunities spanning the energy system, investment strategies, and socio-economic outcomes. A principal finding emphasises the expanding strategic significance of renewables-based electrification in shaping the future energy landscape.

Francesco La Camera, Director-General of IRENA, reflected on the Agency’s role in guiding global energy policy: “The cutting-edge knowledge we provide continues to equip governments with a navigational pathway through the global energy transition. WETO 2026 establishes an actionable agenda for the pivotal decade ahead. The contemporary energy landscape is fundamentally reshaping not merely the energy sector itself, but entire economies, particularly as nations pursue enhanced energy security and economic competitiveness. This Council convenes at a defining moment as Members establish priorities for the transition’s next chapter. Renewables-based electrification will form the cornerstone of a secure, resilient and sustainable energy system.”

In his capacity as Chair of the 32nd IRENA Council, Saeed Bin Mubarak Al Hajeri, Minister of State at the Ministry of Foreign Affairs of the United Arab Emirates, underscored the imperative for translating ambition into tangible implementation. “The global energy transition is entering a decisive phase, where ambition must increasingly translate into implementation and tangible results,” he stated. “As Chair of the 32nd IRENA Council, the UAE looks forward to working with fellow Members to strengthen international cooperation, advance practical solutions, and ensure that IRENA remains responsive to the evolving priorities and needs of its Membership and well positioned for its next chapter. Through collective action, we can accelerate a renewable energy transition that strengthens energy security, supports economic resilience and advances sustainable development for all.”

The Council’s agenda encompasses programmatic and institutional considerations, including deliberations on the Agency’s 2026-2027 Work Programme and Budget, alongside discussions concerning the Medium-term Strategy 2028 to 2032. Additionally, the Council will continue its Director-General selection process, with recommendations for final selection anticipated from the IRENA Assembly in 2027.
