Abu Dhabi Establishes TAMM Global to Export Digital Government Excellence Worldwide

Under the directives of His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, the Department of Government Enablement has established Abu Dhabi Digital Services Company TAMM Global, bringing the emirate's acclaimed AI-powered unified government services platform to international markets.
The establishment of TAMM Global represents a transformative milestone in Abu Dhabi’s ambition to become the world’s first AI-native government, whilst simultaneously extending the proven capabilities of its digital services ecosystem to governments across the globe seeking to enhance citizen engagement and operational efficiency.
As an independent private-sector entity, TAMM Global will develop, manage and deliver an integrated ecosystem of digital services by owning and operating specialised digital services platforms, managing and operating TAMM, and holding intellectual property rights associated with these platforms’ activities. The company will conduct comprehensive studies and research related to digital services sector development, implement training and qualification programmes for Emirati talent, and forge strategic partnerships that support sector advancement and sustainability.
A Platform of Proven Excellence
TAMM’s extraordinary impact across Abu Dhabi provides a compelling foundation for global expansion. Since its launch in 2005, the platform has evolved into a comprehensive unified digital gateway encompassing more than 1,200 public and private sector services. Citizens, residents, visitors and investors can now complete transactions seamlessly without visiting individual entities’ offices or navigating disparate websites.
The platform has demonstrated remarkable efficiency gains, saving each user approximately nine visits to government service centres annually—equivalent to roughly twelve hours per person or business every year. TAMM has simultaneously reduced the cost of service delivery by 30 per cent whilst achieving a customer satisfaction score of 94.5 per cent, a substantial increase from 78 per cent in 2022, before artificial intelligence integration enhanced the user experience.
Global Expertise, Local Adaptation
Through TAMM Global, governments worldwide will gain access to the technology, operating models, and implementation expertise that underpins TAMM’s success. The platform includes an extensive library of pre-built government services, service journeys and digital capabilities that can be adapted to local laws, regulatory frameworks and operational requirements, enabling governments to deploy solutions with greater speed and effectiveness.
His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement, stated: “TAMM was created in Abu Dhabi to improve the quality of life of our community. Today, it serves millions of users and has become an integral part of how people and businesses interact with government. Through the announcement of TAMM Global’s establishment, we are building on that success by making capabilities developed and proven effective and efficient in Abu Dhabi available to governments seeking to deliver better outcomes for their people.”
Recognition and Investment Opportunity
TAMM’s innovation and international impact have garnered widespread acclaim. The platform was recognised as the world’s best e-Government initiative at the UN-backed World Summit on the Information Society Prizes in 2025, and subsequently won the Government category across Europe, the Middle East and Asia in the Gartner Eye on Innovation Awards in 2026.
TAMM Global will invest in sector opportunities within the United Arab Emirates and internationally, supporting the company’s operational expansion and the development of its integrated service ecosystem. This strategic initiative underscores how innovation and intellectual property developed in Abu Dhabi can generate new investment prospects and commercial opportunities on the global stage, whilst contributing to broader digital transformation efforts across the Emirates.
