Higher Education Committee Advances Legislative Framework and AI Integration for UAE Universities

The Higher Education Committee convened to review transformative regulatory developments, university admissions outcomes and the strategic deployment of artificial intelligence across the nation's higher education ecosystem.
The Higher Education Committee held its seventh meeting at the headquarters of the Ministry of Higher Education and Scientific Research in Dubai, chaired by Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research.
The meeting encompassed a comprehensive review of new legislation and regulatory decisions governing the UAE’s higher education system, university admissions results for the 2026–2027 academic year, data quality enhancements, real-time connectivity initiatives and the strategic integration of artificial intelligence technologies to advance the higher education landscape.
Dr. Al Awar affirmed that developing the UAE’s higher education and scientific research system remains a national priority, underscoring the commitment to enhance the sector’s efficiency and ensure its outcomes align harmoniously with the economic needs and labour market requirements of the nation.
A significant focus of the meeting centred upon the National Unified Registration and Admission Platform for Higher Education Institutions, component of the unified digital higher education gateway, EduHub. This innovative platform has achieved remarkable efficiency gains, reducing registration steps from eight to three, representing a 62 percent reduction, whilst service completion time has been compressed from ten minutes to three minutes, a 70 percent reduction. The platform draws upon three official data sources, eliminating the necessity for students to submit documentation, whilst automatically reading applicant data and recommending the most suitable academic programmes from more than 1,000 options available across UAE institutions.
The Committee reviewed university admissions results for the first semester of the 2026–2027 academic year, assessing the effectiveness and flexibility of admission policies in expanding access to higher education opportunities. Discussion encompassed four Cabinet resolutions issued during 2026 to regulate the higher education sector, including the National Framework for Licensing Higher Education Institutions; provisions governing review fees for higher education and technical and vocational education and training institutions; fees and financial guarantees related to Ministry services; and regulations of violations, penalties and administrative measures.
The Committee also examined the draft National Framework for Classification, Performance Quality and Oversight of Higher Education Institutions. To raise awareness of these regulatory frameworks, the Ministry has conducted three dialogue sessions and two workshops attended by 566 officials and representatives of higher education institutions, technical and vocational education and training institutions, and training centres throughout the UAE.
Progress in implementing recommendations from the previous meeting was similarly reviewed, notably the significant improvement in data quality submitted by federal higher education institutions following the launch of the Data Quality Dashboard. Joint field visits conducted by the Ministry of Higher Education and Scientific Research in collaboration with the Ministry of Human Resources and Emiratisation to practical training providers during the summer semester assessed the effectiveness of training programmes.
