The Dubai Health Authority has unveiled three pioneering initiatives at the eighth AccessAbilities Expo 2026, each meticulously designed to enhance healthcare delivery, accessibility and the overall quality of life for People of Determination. These programmes represent a comprehensive approach to fostering an increasingly equitable healthcare environment across the emirate.
The Health Standards for People of Determination serves as a foundational regulatory document, guiding DHA-licensed health facilities in their commitment to exceptional care. This multifaceted framework transcends conventional facility adaptations, encompassing leadership structures, service planning, communication protocols, patient assessment methodologies, data protection frameworks and emergency preparedness systems. By addressing these fundamental elements, the standards cultivate an integrated ecosystem that meaningfully enhances both patient experiences and the support available to families.
The Sanadhum initiative represents a dual commitment to regulatory excellence and community awareness. Through systematic field inspection campaigns conducted across all health facilities, the initiative verifies readiness and ensures the availability of priority and fast-track services for People of Determination. This comprehensive approach strengthens facility compliance with the Dubai Universal Design Code and approved health policies, creating a safer, more accessible and fundamentally more responsive healthcare environment.
The Unified Medical Report establishes a standardised reference framework for diagnosis, classification and functional assessment. By harmonising medical terminology and reporting procedures, the initiative enhances assessment accuracy and consistency whilst reducing variation in case classification. Through integration with the NABIDH platform and relevant government systems, the report facilitates seamless progression from initial assessment at accredited health facilities through to timely access to associated services, thereby streamlining procedures and enabling swifter, more dignified engagement with healthcare provision.
Asma Al Sharif, Chief Executive Officer of the Health Regulatory Sector at the Dubai Health Authority, emphasised that the authority’s participation reflects an unswerving dedication to supporting People of Determination and enabling them to access integrated, high-quality healthcare aligned with international best practice. She articulated that comprehensive healthcare transcends infrastructure development, requiring instead an integrated health system that thoughtfully considers the distinctive needs of this community and ensures access is delivered with both efficiency and dignity.
The initiatives collectively strengthen healthcare facilities’ operational readiness, improve compliance with established standards and streamline medical assessment procedures, facilitating faster and more equitable access to essential services across the emirate.
