UAE and Philippines Forge Transformative Partnership in Government Excellence and Digital Innovation

A landmark capacity building programme has equipped thirty Philippine government leaders with cutting-edge knowledge in digital transformation, artificial intelligence and public service innovation through immersive exchanges with leading Emirati institutions.
The United Arab Emirates and the Republic of the Philippines have deepened their strategic partnership through an ambitious Executive Leadership Programme, demonstrating the shared commitment of both nations to advancing governmental excellence and institutional modernisation. The comprehensive capacity-building initiative has welcomed thirty distinguished government leaders from the Philippines, offering them a transformative learning experience that seamlessly integrates virtual instruction with immersive field visits across the Emirates.
Orchestrated by the Government Experience Exchange Office, the programme represents a sophisticated approach to knowledge transfer and institutional development. Participants have gained access to a meticulously curated learning journey encompassing digital transformation, artificial intelligence applications, public policy innovation, government service design and contemporary leadership methodologies. The initiative serves the broader purpose of strengthening institutional capabilities and enabling sustainable government modernisation across both nations.
Mohamed bin Taliah, Assistant Minister of Cabinet Affairs for Government Experience Exchange, emphasised the philosophical underpinnings of this collaborative endeavour. He articulated that the exchange of experiences and the cultivation of government leadership capabilities constitute fundamental pillars of the UAE’s Government Experience Exchange Programme, which prioritises advancing governmental development through international partnerships, knowledge transfer and the assimilation of proven practices.
The Philippine delegation engaged in collaborative strategic project development, working within integrated teams to formulate practical initiatives addressing crucial sectors including investment and economic development, community empowerment, employment and skills development, digital government transformation and public-private partnerships. This dynamic approach ensured that learning translated directly into actionable strategic frameworks.
The knowledge exchange visit proved particularly enriching, enabling participants to explore advanced practices cultivated by fifteen distinguished Emirati government entities. These institutions encompassed the Government Experience Exchange Office, the Prime Minister’s Office, the Artificial Intelligence Office, the Ministry of Community Empowerment, TAMM Abu Dhabi, the Telecommunications and Digital Government Regulatory Authority, the Knowledge and Human Development Authority in Dubai, Dubai Chambers, the Dubai Future Foundation, Hamdan Bin Mohammed Smart University, Mubadala Investment Company and the Abu Dhabi Future Energy Company.
The bilateral partnership, formalised in February 2026, addresses six pivotal dimensions of governmental advancement: performance enhancement, capacity development, institutional innovation, excellence frameworks, digital and artificial intelligence integration, and gender balance. Since its establishment, the partnership has delivered one hundred and four workshops and cultivated the capabilities of two hundred and fifty-seven government officials and leaders, demonstrating the substantial momentum and impact of this remarkable collaborative initiative.
