CBUAE Launches Financial Health Innovation Challenge to Advance Inclusive Finance

The Central Bank of the UAE invites innovators and financial institutions to submit solutions that strengthen financial wellbeing across the Emirates, with applications closing on 30th November 2026.
The Central Bank of the UAE has unveiled an ambitious initiative designed to identify and nurture transformative solutions that enhance the financial wellbeing of individuals and micro, small and medium-sized enterprises throughout the Emirates. The Financial Health Innovation Challenge, launched in partnership with the Alliance for Innovative Regulation, the Mastercard Center for Inclusive Growth and the Emirates Institute of Finance, represents a significant commitment to advancing the nation’s financial inclusion objectives.
This endeavour aligns seamlessly with two foundational strategic frameworks: the UAE National Financial Inclusion Strategy 2026–2030 and the UAE National Financial Literacy Strategy 2027–2031. Both initiatives underscore the nation’s dedication to fostering inclusive financial systems and cultivating robust financial capabilities amongst its diverse population.
The challenge encompasses four interconnected dimensions of financial health. The first addresses the practical management of daily finances, encompassing payments, remittances, cash flow optimisation and the fulfilment of immediate obligations. The second focuses upon the capacity to absorb financial shocks through prudent emergency savings, income smoothing mechanisms and comprehensive insurance protection. The third pursues longer-term aspirations, enabling individuals and enterprises to accumulate savings for investment, retirement planning and sustainable MSME expansion. The fourth empowers citizens to make financial decisions with confidence through enhanced literacy, transparent disclosures and robust fraud prevention.
The initiative deliberately prioritises underserved demographic segments: low-income earners, Emirati families, investors, women entrepreneurs, young individuals and children, People of Determination, and older individuals and pensioners. This inclusive approach ensures that financial innovation reaches those whose participation strengthens the nation’s broader economic resilience.
Prospective applicants must submit solutions that address at least one of these four financial health domains. Critically, submissions must have progressed beyond preliminary conceptual or prototype stages, demonstrating genuine market readiness and deployability within the UAE’s regulatory environment. Solutions must furthermore satisfy stringent data-protection and information-security requirements, ensuring citizen confidence and regulatory compliance.
Selected participants gain access to an exceptional support ecosystem. This encompasses readiness clinics conducted by seasoned professionals, expert guidance tailored to specific challenges, facilitated introductions to prominent financial institutions, comprehensive pilot-design support and grants for qualifying applicants. This scaffolding substantially enhances the probability of successful implementation and meaningful impact.
The initiative unfolds across two principal phases. The review, matching and pilot-design phase extends from December 2026 through March 2027, during which expert panels will evaluate submissions and develop implementation frameworks. Pilot implementation and outcomes-sharing follows from April through August 2027, providing valuable evidence regarding solution effectiveness. It should be noted that selection does not guarantee pilot implementation, ensuring that the process maintains rigorous quality standards.
Both domestic and international organisations may submit applications, reflecting the CBUAE’s recognition that innovation flourishes through diverse perspectives and global expertise. The submission deadline of 30th November 2026 presents a compelling opportunity for innovators to contribute meaningfully to the nation’s financial health agenda.
