Abu Dhabi Unveils Pioneering AI Clinician Framework for Responsible Healthcare Innovation

The Department of Health – Abu Dhabi has unveiled a world-first regulatory framework governing the authorisation and operation of artificial intelligence clinician systems, establishing rigorous safeguards whilst enabling responsible research into the future of clinical practice.

The Department of Health – Abu Dhabi has unveiled an unprecedented regulatory framework that charts a pathway for artificial intelligence clinician systems to undertake clinical activities under carefully defined conditions. Announced at the Abu Dhabi Future Health Summit, the AI Clinician Framework represents a watershed moment in healthcare governance, establishing both the mechanisms by which such systems may be authorised and the foundational principles upon which their development shall proceed.

At the heart of this innovative framework lies an unwavering commitment to patient safety and the preservation of physician oversight. The framework mandates that artificial intelligence clinician systems be assessed against the specific clinical activities they would undertake, with broader clinical scope demanding correspondingly robust evidence of competence. Comprehensive safeguards are embedded throughout all levels of clinical scope, ensuring that physician accountability remains paramount and that referral to a licensed clinician occurs whenever necessary.

Mansoor Ibrahim Al Mansoori, Chairman of the Department of Health – Abu Dhabi, articulated the philosophical foundation underpinning this initiative, stating that trust constitutes the cornerstone upon which medical advancement is constructed. The framework, he observed, enables the next generation of artificial intelligence clinician systems to advance through rigorous research whilst maintaining patient safety as an inviolable prerequisite at every stage of development.

Dr. Noura Khamis Al Ghaithi, Undersecretary of the Department of Health – Abu Dhabi, emphasised that the framework establishes exacting requirements for research into artificial intelligence clinician systems, positioning both patient safety and physician oversight at its conceptual centre. The framework furnishes innovators with an unambiguous and responsible methodology for exploring frontier possibilities, whilst simultaneously providing patients and physicians with assurance that every advancement has been rigorously substantiated through credible evidence.

The framework establishes the architecture for forthcoming Department of Health policies and complementary standards, which shall delineate the specific clinical activities that artificial intelligence clinician systems may be authorised to perform, the calibre of evidence requisite at successive stages, and the evaluative thresholds against which such systems shall be assessed.

This initiative forms an integral component of the Department of Health – Abu Dhabi’s broader strategy for artificial intelligence enabled health innovation. Research conducted within the framework shall operate within Abu Dhabi’s distinctive ‘living lab’ model, supported by integrated and intelligent health infrastructure alongside governed pathways for clinical research, thereby cultivating an environment within which frontier innovations may be studied with appropriate rigour and accountability.
