How Dubai’s Transport Authority is Using Behavioural Science to Reshape Mobility

How Dubai's Transport Authority is Using Behavioural Science to Reshape Mobility

The Roads and Transport Authority has gathered its workforce to explore how understanding human decision-making can forge smarter, more responsive transport solutions and enhance quality of life across the emirate.

Understanding why people make the choices they do, and how those decisions shape the cities they inhabit, has become central to reimagining modern mobility. Dubai’s Roads and Transport Authority recently convened its workforce to examine precisely this question, hosting a townhall focused on behavioural science and its capacity to reshape transport, urban planning and public engagement.

The forum, organised by RTA’s Executive Affairs Sector in collaboration with the Behavioural Science Group, explored how organisations worldwide apply behavioural insights to deepen understanding of human decision-making, encourage positive behaviours and improve customer experience. Rather than relying solely on infrastructure and technology, the session demonstrated how understanding the human dimension of transport systems can yield more efficient, more responsive solutions.

Moaza Saeed Al Marri, Chief Executive of the Executive Affairs Sector at RTA, outlined the authority’s conviction that behavioural science represents a modern tool enabling organisations to grasp the factors influencing people’s choices and behaviours. “True innovation is achieved when policies and services are designed around people’s needs and behaviours, making behavioural science an essential complement to our efforts to build a more efficient, sustainable and human-centred mobility system,” she explained.

The townhall presented practical case studies demonstrating how behavioural science has addressed challenges in transport, urban planning, sustainability and customer engagement. Participants explored opportunities to apply these insights to RTA’s strategic and operational priorities, examining how behavioural approaches might enhance both existing and future programmes.

Al Marri emphasised that embedding behavioural science within RTA’s corporate innovation framework aligns with the authority’s broader commitment to foster a culture of evidence-based decision-making and strengthen corporate agility. As smart technologies assume an increasingly prominent role in mobility, she noted, understanding how users interact with these solutions becomes equally vital. Success depends not merely on technological advancement but on comprehending people’s expectations and needs.

This initiative signals the beginning of wider application of behavioural science across RTA’s practices, supporting its vision of leadership in sustainable and smart mobility whilst reinforcing Dubai’s standing as a global city delivering human-centred, future-orientated services and projects.

What it means for Abu Dhabi

Whilst this townhall took place in Dubai, the principles explored represent a broader shift across the United Arab Emirates towards evidence-based governance and human-centred policy design. The application of behavioural science to transport and urban planning reflects the leadership’s commitment to understanding and serving the needs of residents and visitors more effectively.

As Abu Dhabi and the wider emirates continue to develop their mobility and urban infrastructure, the adoption of behavioural science methodologies offers opportunities to enhance service delivery, encourage sustainable behaviours and create transport systems that genuinely respond to how people live and move. This townhall demonstrates how institutional innovation and deep understanding of human behaviour can work together to support the UAE’s objectives for quality of life and sustainable development.
