His Highness Sheikh Mohammed bin Rashid Al Maktoum has launched the Annual Government Challenge, a transformative initiative that invites federal ministry employees to develop groundbreaking solutions centred on Agentic AI, with nine winning projects sharing AED9 million in prizes.
Innovation within government has long remained the province of specialist teams and think tanks. The UAE now charts a different course, one that recognises the untapped potential sitting within its own institutions: the insights, expertise and creative thinking of federal employees who navigate the complexities of government work every single day.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai, has introduced the Annual Government Challenge, a national platform designed to harness this internal talent and transform bold ideas into practical, scalable solutions that enhance government efficiency and readiness for the future. Launched alongside UAE Innovation Month, the initiative marks a fundamental shift in how the government approaches problem solving, positioning every employee as a potential architect of systemic change.
The first edition focuses on Agentic AI, reflecting a strategic imperative to move beyond passive tool adoption towards a fundamental redesign of how federal entities operate. The challenge comprises three distinct categories. Government Services invites solutions that directly enhance citizen experience by simplifying procedures, reducing processing times and delivering more proactive, responsive engagement. Internal Operations seeks improvements in workplace efficiency, from coordination and decision making to resource allocation and employee productivity. Unconventional Ideas opens space for radical reimagining of government’s role and operating models, encouraging thinking that transcends traditional boundaries.
Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the National Committee for the Agentic AI Project, articulates the vision beneath this initiative. Rather than imposing innovation from above, the challenge distributes agency throughout the government system, recognising that those closest to daily challenges possess the most grounded understanding of where solutions matter most. As he notes, the best government ideas emerge from those living these challenges every day.
The assessment criteria reflect this thoughtful approach: entries will be evaluated on their strategic alignment, solution quality and feasibility, the appropriateness of proposed AI applications, measurable impact and scalability, alongside governance and sustainability. Nine winning projects will be honoured across all categories, with total prizes of AED9 million.
This first edition forms part of the wider government drive to transition 50 percent of sectors, services and operations to Agentic AI models within two years. The Mohammed bin Rashid Centre for Government Innovation at the Ministry of Cabinet Affairs will oversee the challenge, with registration available through the dedicated digital platform at challenge.gov.ae.
What it means for Abu Dhabi
The Annual Government Challenge signals a maturation in how the UAE government approaches organisational transformation. By channelling the creativity and expertise of federal employees into solving national priorities, the initiative strengthens the government’s capacity to evolve and anticipate change rather than merely respond to it. This investment in internal talent amplifies the existing foundation of innovation that positions the UAE as a global leader in government modernisation.
For Abu Dhabi residents and businesses, the implications are significant. Services redesigned through this challenge will become faster, more intuitive and more aligned with contemporary expectations. Government operations will become more efficient and responsive, with Agentic AI assistants working alongside employees to accelerate delivery and enhance decision making. By embedding a culture of innovation throughout the federal system, Abu Dhabi strengthens its institutional readiness for the opportunities and complexities that lie ahead.
