Dubai’s Roads and Transport Authority Deploys Smart Monitoring Revolution for Delivery Fleets

Dubai's Roads and Transport Authority Deploys Smart Monitoring Revolution for Delivery Fleets

A new integrated system combining digital platforms, IoT devices and advanced cameras will transform how delivery motorcycles are monitored, setting a benchmark for data-driven road safety across the emirate.

The transformation of urban delivery operations has arrived. Dubai’s Roads and Transport Authority is introducing a comprehensive smart monitoring system designed to bring real-time visibility and intelligence to the thousands of motorcycles navigating the emirate’s streets each day. The initiative represents a fundamental shift from traditional oversight to a sophisticated, analytics-driven approach that serves the dual purpose of enhancing safety whilst supporting the operational efficiency of delivery companies.

At its heart lies an integrated digital platform paired with Internet of Things enabled monitoring devices and advanced cameras fitted to motorcycles. Together, these capture and analyse a rich dataset of operational and behavioural indicators: speed, acceleration patterns, braking intensity, driving habits, location and route selection. This granular understanding of real-world performance creates the foundation for more accurate detection of unsafe practices and clearer insights into fleet operations.

Saeed Al Ramsi, Director of Licensing Activities Monitoring at RTA, describes the initiative as marking “a step-change in monitoring of delivery activity.” The system’s sophistication lies not merely in its technological components but in its purpose: to enable delivery companies to access practical, real-time performance data that can drive immediate corrective action and inform comprehensive training programmes. Rather than imposing compliance through enforcement alone, the system offers operators the tools to foster a culture of safer riding from within their organisations.

The rollout reflects a collaborative approach involving coordination with Dubai Police General Command and other relevant entities. This partnership ensures that the system balances the demands of operational efficiency with the imperative of safety and regulatory compliance, creating an ecosystem where all stakeholders share responsibility for a safer operating environment.

From launch until the end of the first half of 2027, installation of monitoring devices and platform connectivity will be optional, allowing companies adequate time to build their technical and operational readiness. Following this transition period, participation will become mandatory. Throughout this phase, RTA will intensify its engagement with delivery companies, providing support and guidance to ensure a seamless implementation.

The system also serves a strategic function in shaping policy and governance. By establishing an integrated operational database, RTA gains the evidence base to develop more sophisticated regulatory frameworks and procedures, whilst simultaneously improving the efficiency of field monitoring operations. This data-informed approach strengthens Dubai’s broader ambitions to establish itself as a global leader in smart, sustainable and safe mobility.

What it means for Abu Dhabi

Whilst centred in Dubai, this initiative reflects the wider commitment across the United Arab Emirates to harness technology and data as instruments of governance and public safety. The approach of combining regulatory authority with the provision of operational tools to commercial entities offers a model that extends beyond delivery services, demonstrating how advanced monitoring can drive compliance and service quality across regulated sectors.

The system’s emphasis on balancing efficiency with safety speaks to a broader commitment across the UAE to create operating environments where growth in demand for services, such as rapid delivery, need not compromise the safety and security of road users. As urban mobility continues to evolve and intensify, such integrated systems represent the intellectual and technological infrastructure upon which sustainable urban development depends.
