Borouge Charts Ambitious Path to 13.8 Million Tonnes Annual Capacity by 2030

The global polyolefins leader is executing a transformative expansion strategy across its UAE and European operations, positioning itself at the forefront of the world's chemical industry.

Borouge International has revealed a sweeping vision for its future, anchored by a commitment to achieve 13.8 million tonnes of annual operating capacity by the end of the decade. The announcement, made in Vienna, reflects the company’s strategic progression across a portfolio of ambitious growth initiatives that will reshape its competitive standing on the world stage.

The company is advancing multiple expansion projects in tandem. In the UAE, Borouge 4 in Ruwais represents a significant undertaking, with the project set to contribute 1.4 million additional tonnes of polyethylene capacity once fully ramped up. This expansion will establish Ruwais as the world’s largest single-site polyolefin complex, a distinction that underscores the UAE’s role as a global manufacturing hub of exceptional scale and sophistication.

In Europe, Borouge International is executing an equally ambitious programme. The company has commenced early engineering services for the expansion of its Ethane Cracker 2 facility, working alongside Linde Engineering to increase capacity by 230,000 tonnes per annum. Simultaneously, Linde Engineering has been selected for pre-front end engineering and design work on the third ethane cracker, EU3, with the additional ethylene to be commercialised as base chemicals in support of long-term strategic objectives.

Two significant European milestones underscore the company’s momentum. In Belgium, the Kallo Propane Dehydrogenation plant, designed to produce around 750,000 tonnes annually, has reached mechanical completion with start-up anticipated in the first half of 2027. In Germany, construction commenced in September 2026 on the Borstar Nextension polypropylene project in Burghausen, a next-generation facility poised to substantially increase commercial capacity.

The company recently inaugurated a newly expanded specialty polypropylene compounding plant in Schwechat, Austria, following a €100 million investment in modernisation and capability enhancement. These projects collectively reflect a coherent strategy to strengthen Borouge International’s position as the world’s leading pure-play polyolefins producer, drawing upon a global footprint spanning 30 manufacturing sites and anchored by proprietary technologies and a differentiated solutions portfolio.

Roger Kearns, Chief Executive Officer of Borouge International, remarked that the company brings together world-class assets and deep market expertise to create a more competitive and resilient global polyolefins leader, continuing to focus on innovation to deliver premium solutions that support customer needs and create long-term value for shareholders. Dr. Hasan Karam, Chief Operating Officer, emphasised the company’s resolute focus on operational excellence, advanced technologies and maximising asset performance.

What it means for Abu Dhabi

As a cornerstone of Abu Dhabi’s industrial strategy, Borouge International’s expansion reinforces the emirate’s position as a global centre of chemical manufacturing excellence. The Ruwais complex will become not merely a significant industrial facility but a beacon of sophisticated engineering capability, attracting talent, investment and technological advancement to the region.

The company’s consistent momentum, as evidenced by robust third quarter recovery earlier this year, demonstrates the resilience and potential of Abu Dhabi’s industrial enterprises. These growth initiatives contribute to the diversification of the emirate’s economy and strengthen its standing as an investment destination, complementing the broader capital markets narrative that Abu Dhabi continues to cultivate on the global stage.
