Engineer Saeed Mohammed Al Muhairi outlines strategic priorities for international measurement cooperation at SMIIC gatherings in Kazan
The pursuit of precision in measurement underpins the reliability of everything from industrial production to international commerce. It is a discipline that requires not merely technical mastery but sustained cooperation among nations, a truth that animated gatherings this autumn in the Russian city of Kazan, where representatives of Islamic countries convened to advance their shared metrology infrastructure.
Engineer Saeed Mohammed Al Muhairi, Chairman of the Metrology Council of the Standards and Metrology Institute for Islamic Countries and Executive Director of the Emirates Metrology Institute, led the Emirati delegation at the 32nd meeting of the SMIIC Board of Directors and the 21st General Assembly. His presentation articulated the progress achieved through the Metrology Council Strategy 2026 to 2028, a framework designed to strengthen the technical foundations upon which reliable measurement rests across member states.
The strategic direction centres on five essential pillars. The first emphasises metrological traceability, ensuring that measurement systems maintain their integrity and validity across borders and institutions. The second supports research, development and innovation, creating space for scientific advancement within national laboratories. The third builds technical capabilities and competencies among practitioners, strengthening the human expertise upon which all metrology depends. The fourth develops quality management systems within laboratories themselves, institutionalising rigorous standards. The fifth expands interlaboratory comparison and proficiency testing programmes, the mechanisms through which different laboratories validate their measurements against one another.
As Abu Dhabi hosted the 18th SMIIC Metrology Council meeting earlier this year, the emirate has emerged as a centre of expertise in this field. The work undertaken through these international forums serves purposes both technical and economic. Reliable measurement systems enable products and services to meet consistent standards, facilitating commerce between nations and strengthening the competitiveness of their industries. They create the conditions for mutual recognition of results across borders, a foundation for seamless trade and cooperation.
The participation of the Emirates Metrology Institute in these gatherings reflects the UAE’s commitment to technical cooperation and knowledge exchange among Islamic countries. By coordinating work on metrology infrastructure and sharing expertise, member states strengthen not only their individual systems but the entire ecosystem of measurement and standards upon which modern commerce and industry depend.
What it means for Abu Dhabi
The advancement of metrology standards across the Organisation of Islamic Cooperation nations creates pathways for Emirati companies and institutions to engage more seamlessly in international trade and scientific collaboration. As the Emirates Metrology Institute leads this work, Abu Dhabi consolidates its position as a hub of technical excellence and regional leadership in measurement science.
This deepening of international cooperation in metrology infrastructure supports Abu Dhabi’s broader strategic interests in diversifying its economy and strengthening its position as a centre of innovation and technical expertise. By ensuring that measurement systems across member states achieve mutual recognition and reliability, these efforts facilitate the kinds of partnerships and trade relationships upon which contemporary economic development depends.
