Abu Dhabi to Build Integrated Transport Centre Headquarters in Strategic Public-Private Partnership

The Department of Municipalities and Transport has partnered with Plenary Middle East to develop a purpose-built headquarters that will unite the Integrated Transport Centre and Traffic Management Centre, modernising the operational infrastructure supporting Abu Dhabi's expanding transport network.
The Department of Municipalities and Transport (DMT) and Plenary Middle East have reached an agreement for the development of a dedicated Integrated Transport Centre Headquarters (ITC-HQ), a strategic initiative to strengthen Abu Dhabi’s transport infrastructure and operational capabilities.
The Heads of Terms were formally signed at LIVEX 2026, the Liveability and Investment Exhibition, held in Abu Dhabi. The proposed facility will consolidate the functions of DMT’s Integrated Transport Centre and Traffic Management Centre within a single, architecturally modern headquarters, designed to optimise operational coordination and enhance decision-making across the emirate’s transport network.
A Forward-Looking Mixed-Use Development
Beyond its core operational functions, the project envisages a comprehensive mixed-use development that will integrate transport operations facilities with dedicated office spaces for DMT personnel, alongside commercial office space and retail activation areas. This multifaceted approach reflects contemporary urban infrastructure planning, creating a dynamic facility that serves both administrative and public-facing needs.
The initiative will operate under a long-term lease arrangement, positioning Plenary Middle East as a strategic partner responsible for design, financing, development, operation, maintenance and lifecycle management of the facility. This delivery model exemplifies DMT’s commitment to harnessing private sector expertise and investment in support of public infrastructure advancement.
Enhancing Operational Resilience
His Excellency Nasser Saleh Farah, Director General of Financial Affairs at DMT, emphasised the significance of the project: “As Abu Dhabi’s transport network continues to evolve, it is important that the infrastructure supporting it is modern and ready for the future. The proposed headquarters would provide a purpose-built facility for the ITC and TMC, designed around the systems and capabilities our operations will rely on in the years ahead.
“This partnership also reflects DMT’s commitment to exploring innovative delivery and financing models that bring private sector expertise and investment into public infrastructure.
