Abdulsalam Al Shehhi Appointed to Federal National Council as Ras Al Khaimah Representative

The Minister of Federal National Council Affairs announces the appointment of Abdulsalam Abdulla Alshehhi to the FNC, emphasising the Council's role in serving all citizens of the nation.

Abdulrahman bin Mohamed Al Owais, Minister of Federal National Council Affairs and Chairman of the National Elections Committee, has announced the appointment of Abdulsalam Abdulla Alshehhi to the Federal National Council as an elected member representing Ras Al Khaimah.

In his remarks, the Minister underscored the profound significance of FNC membership as a national duty and responsibility that transcends emirate boundaries. He emphasised that membership represents all citizens of the United Arab Emirates, rather than serving the particular interests of the emirate from which the member is elected.

Mr Al Owais extended heartfelt congratulations to the new member and expressed profound gratitude to President His Highness Sheikh Mohamed bin Zayed Al Nahyan for his unwavering support of the nation’s parliamentary development and his steadfast commitment to strengthening the Federal National Council as a body that supports, advises and guides the government.

The Minister highlighted the President’s dedication to ensuring that the Council becomes increasingly capable, effective and responsive to national issues and the concerns of citizens, whilst upholding the principles of genuine participation and the established traditions of Shura.

Mr Alshehhi succeeds the late Saeed Rashed Alaabdi, whose dedication and devotion to serving the nation are remembered with deep appreciation and gratitude. The appointment follows the constitutional procedures governing vacant seats within the FNC.

According to Article 67 of the Executive Instructions for the Federal National Council Elections, when a seat becomes vacant at least three months before the conclusion of the Council’s term, it is filled by the candidate who received the highest number of votes on the reserve list for the respective emirate. When an elected member departs, candidates are selected according to gender, ensuring that male candidates succeed male members and female candidates succeed female members.

Membership is formalised upon the issuance of a federal decree admitting the replacement member to the Council, thereby allowing continuity of representation and service throughout the electoral term.
