Abu Dhabi to Host Historic UN Crime Congress as Global Leaders Gather for Justice and Security
The 15th UN Congress on Crime Prevention and Criminal Justice convenes in Abu Dhabi from 26 September to 1 October, bringing together government representatives, international organisations and experts to address digital-age crime challenges and advance the rule of law.
Abu Dhabi is preparing to welcome the world’s largest gathering dedicated to crime prevention and criminal justice, as the 15th UN Congress on Crime Prevention and Criminal Justice opens later this month. Organised by the United Nations in partnership with the UAE, the congress will draw government representatives, international organisations, civil society members, academics and specialists from across the globe to develop practical solutions for combating crime and enhancing security.
The congress theme, “Accelerating crime prevention, criminal justice and the rule of law: Protecting people and planet and achieving the 2030 Agenda for Sustainable Development in the digital age,” reflects the mounting challenges posed by technological innovation in criminal activity. The Abu Dhabi Declaration, a cornerstone outcome of the congress, is structured around four foundational pillars: prevention and resilience; justice and the rule of law; evolving and converging criminal threats; and innovation and cooperation. This framework comprises 18 articles and 67 paragraphs, and is scheduled for adoption during the opening high-level segment.
Monica Juma, Executive Director of the United Nations Office on Drugs and Crime and Director-General of the United Nations Office at Vienna, has emphasised that the congress extends beyond dialogue to securing commitments for concrete implementation. She stressed that technology creates vulnerability across all nations regardless of development status, with organised criminals leveraging digital tools and disinformation to facilitate trafficking and infiltrate legitimate business infrastructure including banking services.
The congress represents a critical platform for addressing converging threats whilst mobilising solutions. As Ms Juma noted, insecurity undermines productivity and sustainable development at personal, local and community levels, making international cooperation essential. The gathering will enable participating nations to establish frameworks and plans for enhanced future collaboration, whilst bridging the gap between technological advancement and governance capacity.
The UAE’s hosting reflects the nation’s commitment to advancing the rule of law, strengthening international security cooperation and developing resilient justice systems. Canada, New Zealand and Australia have jointly expressed appreciation for the Emirates’ stewardship of this significant gathering, affirming their anticipation of a successful congress and the adoption of a declaration demonstrating comprehensive commitment to addressing crime in all its manifestations.
