The Registration Authority of ADGM has taken decisive enforcement action against an audit firm and its principal, reinforcing its commitment to maintaining the highest standards of audit quality and corporate reporting within Abu Dhabi's international finance centre.

The Registration Authority (RA) of ADGM, Abu Dhabi’s thriving international finance centre, has demonstrated its unwavering commitment to regulatory excellence by imposing financial penalties totalling US$100,000 against PKF Accountants and Business Advisers LLP and its registered audit principal for audit failings.

The enforcement action followed a comprehensive on-site inspection conducted by the RA to evaluate PKF’s adherence to ADGM Auditors Rules and the calibre of its audit work. Throughout this rigorous examination, the RA identified substantial deficiencies in an audit conducted for an ADGM-registered entity, encompassing failures to execute the audit and prepare the audit report in accordance with International Standards on Auditing (ISA) as stipulated by the Companies Regulations (Auditors) Rules 2023.

The inspection revealed particularly significant concerns regarding the assessment of fraud risks, inadequate acquisition of sufficient and appropriate audit evidence, deficient audit documentation practices, and insufficient evidence demonstrating the audit principal’s meaningful involvement in the audit process. These findings underscore the critical importance of maintaining rigorous professional standards within Abu Dhabi’s financial sector.

In response to these identified deficiencies, the RA imposed a penalty of $65,000 on PKF and $35,000 on its registered audit principal. The action underscores the regulatory body’s expectation that registered auditors and audit principals shall exercise due skill, care and diligence in all professional engagements, a fundamental principle enshrined within the Auditors Rules.

The RA emphasised that registered auditors and registered audit principals are expected to conduct audits with meticulous attention to applicable professional standards, demonstrating appropriate skill, care and diligence throughout their engagements. This enforcement action reinforces the significance of implementing robust audit practices and demonstrates that any failure to meet regulatory requirements shall result in appropriate and proportionate enforcement measures.
