Community Development Authority Unveils Pioneering Integrated Services for People of Determination at AccessAbilities Expo 2026

Dubai's Community Development Authority showcases comprehensive empowerment initiatives and a transformative unified database project designed to elevate quality of life and foster genuine social inclusion.
The Community Development Authority in Dubai has unveiled an expansive array of services and initiatives at AccessAbilities Expo 2026, reaffirming the emirate’s steadfast commitment to creating a truly inclusive society where People of Determination and their families flourish. The exhibition, held at Dubai World Trade Centre throughout October, represents a cornerstone moment in advancing the objectives of Dubai Social Agenda 33, reinforcing Dubai’s distinguished position as a beacon of accessibility and opportunity.
During a significant pavilion visit by H.H. Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Civil Aviation Authority and Emirates Airline and Group, Hessa bint Essa Buhumaid, Director General of the Community Development Authority, unveiled an ambitious project to establish a comprehensive, unified database for People of Determination across Dubai. This transformative initiative addresses a critical need for seamless data integration among all relevant entities, substantially enhancing accuracy and reliability whilst enabling strategic planning that responds authentically to individual needs.
The database project represents a sophisticated advancement in service delivery, strengthening electronic connectivity across entities and eliminating duplicate registrations. By providing integrated, current information, the system facilitates more anticipatory and responsive services tailored to each individual’s circumstances. This approach enables relevant entities to identify specific needs according to disability type and degree, allocating resources equitably and providing appropriately calibrated support across all population groups.
Ms. Buhumaid emphasised that developing services begins with genuine understanding of needs, coupled with specialised support that strengthens independence and enables active participation across all societal dimensions. “We are committed to ensuring our services reflect the needs of People of Determination and their families through an integrated system that brings together protection, advocacy and empowerment,” she stated, highlighting Dubai’s unwavering dedication to building a society where everyone contributes meaningfully.
The CDA pavilion itself provides an immersive experience, featuring specialised services including child developmental monitoring, early screening, early intervention, rehabilitation, psychological and social support. The exhibition introduces the Sind Tourist Card and showcases the Authority’s core pillars of protection, advocacy and empowerment, alongside educational materials on rights and social inclusion. Notably, visitors may learn essential Emirati Sign Language, fostering meaningful communication with deaf and hard-of-hearing community members.
A particularly inspiring highlight, the “POD Got Talent” platform features 17 exceptionally talented People of Determination demonstrating remarkable abilities through live piano performances, artistic and technical drawing, and LEGO model creation. This celebration of creativity and potential amplifies their visibility and participation within community life.
In parallel, the Community Development Authority collaborates with Dubai Government Human Resources Department on “Career Opportunity Meetings” under the “Makkin” initiative, preparing 165 Emiratis, including 15 People of Determination, for meaningful employment within government entities. This comprehensive approach transforms lives whilst strengthening societal participation and economic contribution.
