The General Secretariat of the Supreme Legislation Committee gathers government leaders to explore how legislative compliance drives institutional excellence and cultural transformation across the emirate
On 12th November, Dubai’s governmental landscape will converge for a conversation about the mechanisms that underpin institutional integrity. The Annual Legislative Audit Forum 2026, hosted by the General Secretariat of the Supreme Legislation Committee, carries a theme that speaks to a broader ambition: “Legislative Compliance: From Compliance to Creating Impact”.
This gathering of government leaders, senior officials and representatives from concerned entities reflects a maturation in how the emirate understands the role of legislative frameworks. Dr. Ahmad Saeed bin Meshar, Secretary General of the SLC, describes legislative compliance not merely as a regulatory obligation but as a cornerstone of good governance, institutional efficiency and the kind of transparency that sustains public trust.
The forum’s programme unfolds across two principal dimensions. The first presents legislative compliance outcomes: presentations will highlight key achievements and audit statistics, while articulating the responsibilities that rest upon government entities and the imperative of proper legislative implementation. The second, a panel discussion titled “From Compliance to Creating Impact”, ventures into territory that many compliance frameworks overlook. It examines how legislative compliance becomes embedded within institutional culture itself, and how this cultural integration strengthens adherence to applicable legislation while elevating working practices to approved standards.
Recognition matters in this context. A ceremony will honour the winners of the Legislative Compliance Award, celebrating those who have demonstrated exemplary efforts and outstanding performance in implementing the compliance framework and fostering a broader culture of legislative respect across their organisations.
The forum represents a continuation of the SLC’s commitment to strengthening collaboration among government entities, as reflected in earlier governance initiatives like the Sharjah Consultative Council’s comprehensive framework for lost and abandoned property, which similarly aimed to strengthen legal protections and governance standards.
What it means for Abu Dhabi
For Dubai and the broader United Arab Emirates, this forum signals that legislative excellence is no longer understood as a compliance checkbox but as a strategic asset. When government entities embed these principles within their institutional cultures, the benefits extend beyond regulatory adherence to improved service delivery, enhanced public confidence and more effective governance overall. The exchange of expertise and working methodologies among entities creates a multiplier effect, raising standards across the entire governmental apparatus.
The recognition of compliance achievements also sends a cultural signal: that those institutions which invest genuinely in legislative frameworks and their proper implementation are to be celebrated. This incentivises a culture of excellence rather than mere minimum compliance, ultimately serving the emirate’s vision of institutional maturity and government effectiveness.
