Dubai's Media Council charts ambitious creative expansion through Seoul partnerships

A high-level delegation from Dubai has concluded a strategic visit to South Korea, forging crucial alliances with leading entertainment and gaming enterprises to position the emirate as a regional powerhouse for content production and digital innovation.

The rhythm of Seoul’s creative industries has long captivated the world, and now Dubai is determined to harness that same energy for the region. The Dubai Media Council’s recent visit to the South Korean capital has yielded a constellation of partnerships that signal the emirate’s deepening commitment to becoming a global force in media, entertainment and gaming.

Led by Nehal Badri, Secretary General of the Dubai Media Council, the delegation spent five days in conversation with the architects of South Korea’s cultural phenomenon. Between 26 and 30 October, representatives from Dubai Media Incorporated, the Dubai Films and Games Commission and the Government of Dubai Media Office held 25 meetings across production studios, entertainment conglomerates and gaming publishers, each encounter designed to unlock new pathways for collaboration.

Two memoranda of understanding emerged from these discussions. The Dubai Media Council signed with SM Entertainment Group, one of South Korea’s most influential music and entertainment entities, to explore coproduction of entertainment content and music videos, alongside talent development and creative exchange. Simultaneously, the Dubai Films and Games Commission formalised a partnership with NEXUS, a specialist in gaming and artificial intelligence technologies, to identify investment and business development opportunities in Dubai’s burgeoning digital sector.

The intellectual architecture of these partnerships extends beyond simple transactions. Meetings with the Korea Press Foundation focused on knowledge exchange in professional training and capacity building, drawing on Korean expertise to elevate the skills of media professionals across the Emirates. Conversations with the Producers Guild of Korea, Studio N and SM C&C explored coproduction models and digital content adaptation, while engagements with SLL, one of South Korea’s leading content production companies, opened new avenues for collaborative storytelling.

The gaming sector received particular attention. The delegation met with Pearl Abyss, the Korea Association of Game Industry and representatives of the G-STAR gaming exhibition, discussing specialised industry events and connections between developers and investors. A dinner hosted by the Dubai Films and Games Commission brought together some 30 leaders from South Korea’s gaming landscape, including representatives from NEXON, NC, Blizzard, NHN and NEOWIZ, presenting Dubai’s strategic advantages as a regional gateway for game studios.

Nehal Badri articulated the deeper significance of this diplomatic mission. “South Korea took its culture to the world through its content,” she reflected. “The UAE and the Arab world can do the same, and Dubai will be where that journey begins.” Mohammed Sulaiman Al Mulla, CEO of Dubai Media Incorporated, echoed this ambition, noting that Korean production and distribution models hold valuable lessons for sharpening the competitiveness of Emirati and Arab productions on the global stage.

The visit builds upon Dubai’s sustained push to strengthen its media ecosystem. As we reported in our coverage of the Government of Dubai Media Office’s partnership with China’s Shenzhen News Group, the emirate has been methodically cultivating international relationships that reinforce its position as a creative hub. Similarly, Dubai’s strengthening of media ties with Qatar reflects a broader strategy of regional collaboration and knowledge sharing.

What it means for Abu Dhabi

This Seoul mission carries implications that extend far beyond Dubai’s borders. As the commercial and creative capital of the UAE, Dubai’s advancement of media partnerships directly benefits the entire emirate’s cultural and economic standing. The gaming and content production sectors represent significant opportunities for diversified economic growth, creating skilled employment and attracting international investment to the region.

For Abu Dhabi specifically, Dubai’s consolidation as a global media hub strengthens the UAE’s position as a destination for creative talent and digital innovation. The frameworks being established through these Korean partnerships will create spillover effects across the emirates, as talent, knowledge and investment networks expand. The emphasis on professional development and knowledge exchange will elevate capabilities across the region’s media professionals, enhancing the quality and international competitiveness of Emirati creative output.
