ENOC Group and Ministry of Community Empowerment Launch Strategic Partnership for Employment and Skills Development

A landmark agreement will create pathways for eligible programme participants to access career opportunities, professional training and workplace exposure across the energy sector.
ENOC Group, the integrated global energy player headquartered in the Emirates, has formalised a significant partnership with the Ministry of Community Empowerment to expand employment and skills development opportunities for beneficiaries of the ministry’s empowerment and social welfare programmes.
The Memorandum of Understanding, announced during ENOC’s participation at Ru’ya Careers UAE 2026, encompasses a comprehensive approach to economic and social empowerment. Beyond traditional employment pathways, the partnership addresses youth engagement, specialised volunteering opportunities and capacity-building initiatives designed to strengthen workforce readiness and enable individuals to contribute more actively to their communities.
Under the framework of this collaboration, the Ministry of Community Empowerment will identify and nominate qualified candidates for suitable opportunities, whilst ENOC will evaluate participants based on specific recruitment requirements and operational needs. The partnership will facilitate practical training placements, workplace exposure programmes and selected summer initiatives to provide participants with valuable professional experience.
Young people aged 15 to 18 will have particular access to ENOC summer programmes, offering early exposure to workplace environments, practical skill development and insight into potential education and career trajectories. The first phase is set to commence following identification of the initial participant cohort, with formal programme launch details to be announced later in 2026.
Noor Abulhoul, Assistant Undersecretary of the Social Welfare and Empowerment Sector at the Ministry of Community Empowerment, emphasised the ministry’s commitment to fostering long-term family stability through employment readiness. She highlighted the importance of creating integrated journeys that combine circumstance assessment, employment preparation, opportunity connection and sustained post-employment support to enable beneficiaries to build lasting careers.
Hussain Sultan Lootah, Group Chief Executive Officer of ENOC, underscored the transformative potential of well-matched opportunities during career formation stages. He noted that the partnership leverages ENOC’s sectoral expertise whilst broadening pathways into the workforce for programme participants, contributing to economic independence and a more inclusive national employment landscape.
ENOC’s exhibition presence at the careers fair additionally showcased the breadth of career opportunities available across the Group’s operations in Jebel Ali, Sharjah, Fujairah and retail locations throughout the Emirates.
