Federal Government Embarks on Unified Digital Transformation of Finance and Human Resources

The Ministry of Finance and Federal Authority for Government Human Resources have signed a strategic partnership to modernise the UAE's federal government operations through cloud-based enterprise systems, embedding artificial intelligence and advancing digital governance across financial and administrative functions.

The machinery of federal government is undergoing profound transformation. In a significant step forward for the UAE’s digital ambitions, the Ministry of Finance and the Federal Authority for Government Human Resources have formalised a strategic partnership to reimagine how the nation’s public institutions manage their financial and human resources operations.

The initiative centres on migrating federal government systems to Oracle Fusion Cloud Applications, a sophisticated enterprise resource planning platform that will integrate financial management and human capital systems into a unified digital environment. The deployment encompasses both Oracle Fusion Cloud Enterprise Resource Planning and Oracle Fusion Cloud Human Capital Management, establishing a modern infrastructure capable of automating complex procedures, elevating data quality, and enabling real-time insights to guide strategic decision-making.

Younis Haji Al Khoori, Undersecretary of the Ministry of Finance, characterised the partnership as marking a pivotal moment in the government’s comprehensive digital evolution. The transition, he explained, establishes a modern digital foundation that increases automation, improves data quality, and ensures the speed and accuracy of procedures whilst supporting strategic decision-making. It represents a deliberate shift towards managing financial and administrative operations through technology and artificial intelligence aligned with global best practices.

The transformation carries particular significance for financial governance. As the Ministry of Finance has worked to strengthen financial governance across federal entities, this new integrated digital ecosystem will enable the automation of financial procedures whilst enhancing the accuracy of financial planning and execution. The initiative reinforces transparency by providing accurate, real-time data that accelerates transactions and optimises resource use across federal organisations.

Faisal bin Butti Al Mheiri, Director General of the Federal Authority for Government Human Resources, described the project as a strategic milestone in advancing human resources and government resource management. The cloud-based systems will improve data quality and enhance the use of analytics to support decision-making, whilst optimising artificial intelligence solutions and fostering a more agile and efficient government ecosystem prepared for future demands.

The embedded artificial intelligence capabilities will simplify routine processes, provide timely insights, and liberate government professionals to concentrate on strategic priorities. The transformation directly supports the UAE’s AI Vision 2031, strengthening both entities’ capacity to harness technological innovation in service of the nation’s long-term development objectives.

Mariam Mohammed Al Amiri, Assistant Undersecretary for the Government Financial Management Sector, emphasised that the transition builds an integrated digital ecosystem strengthening governance and oversight frameworks. By providing accurate, real-time financial data, the system will accelerate transactions, improve their efficiency, and reinforce transparency across federal operations, reflecting the government’s commitment to technological excellence and innovative solutions that enhance financial performance and ensure system sustainability.

What it means for Abu Dhabi

This transformation represents a fundamental modernisation of how the federal government manages its operations, directly affecting the efficiency and responsiveness of services delivered to Abu Dhabi’s residents and institutions. By integrating financial and human resources systems into a unified cloud environment, federal entities will operate with greater agility, accuracy, and strategic clarity. The standardisation and simplification of procedures across government organisations will create more seamless interactions between federal institutions and the public.

The initiative advances the UAE’s positioning as a global leader in digital government innovation. Abu Dhabi, as the capital and seat of federal government, will benefit from enhanced operational efficiency, improved financial governance, and strengthened decision-making capabilities grounded in real-time data and artificial intelligence. The investment in Oracle Fusion Cloud technology reinforces the emirate’s commitment to adopting cutting-edge solutions that sustain long-term institutional excellence and support the nation’s broader digital and AI-driven development strategy.
