Global Council for Tolerance and Peace champions ethical AI governance

Ahmed bin Mohammed Al Jarwan calls for international parliamentary cooperation to establish legal frameworks for artificial intelligence, emphasising humanity's welfare amid technological advancement.

Ahmed bin Mohammed Al Jarwan, President of the Global Council for Tolerance and Peace, has delivered a compelling address to the 15th Plenary Session of the Parliamentary Assembly of Turkic States, convened in Bishkek during October’s final days. His remarks centred upon the imperative necessity of forging robust international parliamentary collaboration to establish comprehensive legal and ethical frameworks governing artificial intelligence and the constellation of emerging technologies reshaping our world.

Speaking before this distinguished assembly of legislators and statesmen, Al Jarwan emphasised that technological advancement must remain steadfastly aligned with humanity’s broader welfare and flourishing. He articulated the critical importance of counteracting hate speech and misinformation as digital platforms continue to proliferate across societies worldwide, whilst ensuring that innovation serves to elevate rather than diminish the human experience.

Central to his vision stands the International Parliament for Tolerance and Peace, an extraordinary institution comprising parliamentarians representing more than 120 nations across every continent. This global body, Al Jarwan explained, possesses the singular capacity to translate our shared humanitarian principles into enforceable legislation, thereby bridging the chasm between ideals and practice.

The President drew particular attention to the 2026 Asunción Declaration, a significant accord that advocates for ethical artificial intelligence development, educational advancement and meaningful social inclusion. This framework, he contended, represents a crucial step towards establishing consensus on technology’s proper role within our societies.

Al Jarwan concluded his remarks by urging intensified cooperation between the Parliamentary Assembly of Turkic States and the International Parliament for Tolerance and Peace across three interconnected domains: digital safety, responsible artificial intelligence deployment, and the promotion of peacebuilding initiatives. Such collaboration, he argued, represents not merely a political aspiration but a fundamental responsibility borne by democratic institutions worldwide.
