National Human Rights Institution Evaluates Worker Welfare at Al Rayyan Residential City

A comprehensive field assessment of living conditions, safety standards and emergency preparedness has been conducted at Al Rayyan Workers' Residential City in Abu Dhabi, underscoring the nation's commitment to worker welfare and dignity.
A delegation from the National Human Rights Institution (NHRI), led by Dr. Salem Suhail Al Neyadi, Chairperson of the NHRI, has conducted a significant field assessment at Al Rayyan Workers’ Residential City in Al Mafraq, Abu Dhabi. The visit examined workers’ living conditions, available services and facilities, and evaluated safety standards alongside emergency response capabilities.
The assessment forms an integral part of the NHRI’s mandate under Federal Law No. (12) of 2021, reflecting the institution’s commitment to direct observation and monitoring of worker accommodation standards. The evaluation sought to verify the availability of safe and healthy living environments, thereby ensuring workers can fully enjoy the rights guaranteed under national legislation and international human rights instruments.
Notably, the delegation included representatives from the Abu Dhabi Emergency, Crisis and Disaster Management Centre and the Abu Dhabi Civil Defence Authority. Their involvement strengthened institutional coordination whilst providing specialised technical evaluation of fire prevention measures, safety requirements, evacuation systems, and the facility’s emergency management readiness.
Dr. Al Neyadi commended Al Rayyan Workers’ Residential City for its exemplary standards and comprehensive service provision, which align with the highest international benchmarks. He emphasised that the facility exemplifies the UAE’s unwavering commitment to safeguarding worker rights and furnishing suitable living environments that positively enhance both work quality and personal wellbeing.
The visit forms part of the NHRI’s National Field Visits Programme, a systematic initiative designed to monitor worker conditions, working environments, and housing access. Through direct engagement with workers, the programme gathers observations regarding safety, health and dignity matters, thereby strengthening protection and promotion of worker rights across the nation.

The country has developed integrated workers’ cities offering high-quality residential environments in accordance with leading international standards. These initiatives have substantially enhanced the UAE’s attractiveness as an investment destination whilst supporting the attraction of essential international workforce talent for advancing sustainable development objectives.
