H.H. Sheikh Saud bin Saqr Al Qasimi launches a comprehensive framework and dedicated testing zone to position the emirate at the forefront of autonomous vehicle technology and sustainable transport solutions.
The transformation of urban mobility took tangible form in Ras Al Khaimah as H.H. Sheikh Saud bin Saqr Al Qasimi, Supreme Council Member and Ruler of Ras Al Khaimah, formally inaugurated the emirate’s autonomous mobility framework and the Autonomous Vehicle Testing Zone Initiative. The ceremony, held at the InterContinental Ras Al Khaimah Mina Al Arab Resort & Spa on 30th October, marked a significant milestone in the emirate’s technological advancement and sustainable development trajectory.
The launch represented far more than a singular announcement. H.H. Sheikh Saud witnessed the signing of ten partnership agreements between the RAK Transport Authority and an array of government entities, specialised companies, universities and research institutions. These collaborations form the foundation for coordinated development and rigorous testing of autonomous mobility technologies, positioning Ras Al Khaimah as a centre for innovation in this rapidly evolving field.
In his remarks, H.H. Sheikh Saud bin Saqr emphasised the human dimension of technological progress. “People are at the heart of our vision for the future of Ras Al Khaimah, and the ultimate purpose of every advancement we seek to achieve,” he stated, underscoring the emirate’s commitment to ensuring that innovation translates into tangible improvements in safety, convenience and quality of life for residents. He articulated a vision grounded in long-term foresight, noting that “building the future requires a long-term vision, foresight into technological transformations, and thoughtful investment in the opportunities they offer.”
The Autonomous Vehicle Testing Zone provides a dedicated environment for comprehensive assessment of autonomous vehicles and their underlying technologies, evaluating both efficiency and safety performance. This initiative builds upon existing progress in the emirate, as reflected in the ongoing trials of autonomous RoboBus vehicles on Al Marjan Island and the expansion of RoboTaxi autonomous vehicle testing across the Al Dhait South area.
The framework itself reflects Ras Al Khaimah’s broader strategic objective to develop an advanced transport system that enhances quality of life whilst strengthening the emirate’s competitive position and attracting high-calibre international investment. The initiative resonates with the emirate’s commitment to harnessing modern technologies in service of both people and sustainable development.
The ceremony drew prominent international participation, with Zeng Jixin, Ambassador of the People’s Republic of China to the United Arab Emirates, and Ou Boqian, Consul-General of the People’s Republic of China in Dubai and the Northern Emirates, in attendance alongside Eng. Esmaeel Hasan Al Blooshi, Director General of RAKTA, and senior representatives from government, industry and academia.
What it means for Abu Dhabi

The emirate’s systematic approach to autonomous mobility testing and framework development contributes to the nation’s collective expertise in smart transport solutions, positioning the UAE as a regional leader in innovation and attracting international attention to the country’s capabilities in advanced mobility technology.
The emphasis on partnership between government, academic institutions and specialised companies reflects best practices in technological advancement that benefit the entire federation. As the UAE continues its journey toward greater efficiency and sustainability, such regional initiatives strengthen the nation’s overall competitiveness and support its vision of leveraging innovation for improved quality of life across all emirates.
