UAE Achieves Global Leadership in Digital Government Service Satisfaction

The Emirates has secured first place worldwide for citizen satisfaction with digital government services, with 89% of survey respondents rating them highly, according to new research from Boston Consulting Group.
The United Arab Emirates has attained the pinnacle of global rankings for customer satisfaction with digital government services, with the 2026 Digital Government Citizen Survey Report from Boston Consulting Group revealing that 89% of participants across the country awarded these services a high rating. The comprehensive survey encompassed 48,500 respondents across 44 nations, providing robust evidence of the UAE’s exceptional standing.
The Emirates additionally claimed first position internationally in the utilisation of digital government services, achieving a 53% adoption rate. This distinction underscores the nation’s unwavering commitment to refining its governmental service infrastructure, enhancing accessibility, optimising operational efficiency, and elevating the overall quality of citizen experience.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai, underscored the significance of this achievement. He noted that over 75% of survey participants believe UAE Government services outperform the digital offerings of the private sector—a reversal of prevailing international trends. His Highness expressed pride in the dedicated teams and the nation’s trajectory towards simplifying public life, whilst announcing that November would bring a transformative unveiling of enhanced service delivery mechanisms.
Mohammad Al Gergawi, Minister of Cabinet Affairs, affirmed that this distinction reflects the vision of the UAE’s leadership in establishing a government centred upon citizen wellbeing. He emphasised that the achievement validates a governance model prioritising quality of life and customer experience as foundational principles in service design and development.
The minister outlined an emerging phase in governmental service evolution, centred upon artificial intelligence applications. The strategic objective is transitioning from conventional digital services to intelligently proactive systems that anticipate customer requirements, deliver seamless integrated experiences, and operate with heightened efficiency and trustworthiness.
The BCG survey identified that 76% of UAE participants perceive their digital government experience as superior to private sector alternatives. Additionally, 82% of respondents engage with AI applications on a weekly basis, establishing a substantial foundation for developing next-generation, AI-powered government services.
The report emphasised the imperative of establishing robust frameworks for responsible AI deployment, implementing technical and procedural safeguards, and advancing public awareness of artificial intelligence capabilities. Key pathways for maximising AI’s transformative impact include service redesign, promoting conscientious implementation, developing hybrid operational models, expanding agentic AI applications, and cultivating widespread AI literacy.
