World Police Summit Dialogue Convenes Global Law Enforcement Leaders to Examine AI and Financial Crime

A preparatory session in Dubai brings together diplomatic and law enforcement representatives from across the globe to explore how artificial intelligence and intelligence-led approaches are reshaping modern policing and combating illicit financial networks.

The World Police Summit held its preparatory Dialogue session at the Dubai Police Officers’ Club, assembling an distinguished gathering of global representatives, including ambassadors, consuls and senior law enforcement officials from across the world. This thoughtfully orchestrated convocation precedes the Summit itself, which shall take place from 16 to 18 November at the Dubai World Trade Centre under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai.

The Dialogue brought together diplomatic representatives from Albania, Belarus, China, the Czech Republic, El Salvador, India, Japan, Kazakhstan, Kyrgyzstan, Sierra Leone, Sri Lanka, Sweden and Tajikistan, alongside senior law enforcement representatives from the United States and the United Kingdom and distinguished UAE officials, together with leading technology innovators. This remarkable assembly examined how artificial intelligence and intelligence-led methodologies are enabling law enforcement to navigate an increasingly digital and sophisticated landscape of contemporary crime.

The session, eloquently titled “Technology and Intelligence in Modern Policing: AI, Innovation and Anti-Money Laundering”, explored the transformative role of artificial intelligence and emerging technologies in crime investigation and real-time decision-making. Speakers examined how technology and intelligence serve as critical instruments in detecting financial crime and disrupting illicit financial networks, whilst emphasising the vital partnerships required to translate innovation into strengthened policing practices.

A Platform for Global Collaboration

Colonel Dr. Rashid Hamdan Al Ghafri, Secretary-General of the World Police Summit and Deputy Director of Dubai Police’s General Department of Forensics and Criminology for Administrative Affairs, articulated the significance of the gathering. More than 90 countries will convene in Dubai in November, bringing together 220 and beyond leaders from law enforcement, the private sector and academia to share a singular platform. The exhibition shall showcase 150 exhibitors displaying the newest technology, demonstrating the public-private partnership in practice and accelerating progress on contemporary policing challenges.

Dr. Adel Alsharji, Chief Operating Officer of Presight, emphasised that financial crime traverses borders, systems and institutions, requiring an equally interconnected and intelligence-led response. Advanced artificial intelligence and agentic capabilities transform complex data into trusted, actionable intelligence, enabling law enforcement to identify patterns with greater precision and coordinate decisions to disrupt illicit networks at scale.

Russel Hammad, Chief Executive Officer of Zenith Technologies, highlighted that holistic security resilience leveraging artificial intelligence must rest upon interoperability between command structures and patrol officers in harmonious coordination. Digital crime invariably possesses a physical footprint, and the field operative, often situated at the last mile of distant operations, frequently proves instrumental in resolving global anti-money laundering investigations. Digital and physical security, once considered separate disciplines, now represent a unified attack surface requiring integrated solutions.

The fifth edition of the World Police Summit shall unfold under the transformative theme “Connected for Impact: Uniting Global Policing to Safeguard Future Generations”. A forthcoming World Police Summit application will enable visitors to pre-schedule meetings and optimise their engagement throughout the three-day experience, including an innovative International Organisations Pavilion featuring approximately 14 international entities collaborating to strengthen global law enforcement coordination.
