Sharjah Hosts Dialogue on People-Centred Leadership Excellence

The Sharjah Department of Human Resources convenes a transformative leadership session exploring the principles of human-focused governance and sustainable institutional development.
The Sharjah Department of Human Resources, in partnership with Sharjah Police General Headquarters, has organised an illuminating dialogue session at the House of Wisdom, bringing together government leaders from across the emirate to explore contemporary approaches to people-centred leadership.
Entitled “Leadership: Seeing the Person Before Assigning the Task… Orders Are Executed, Trust Is Built,” the session was delivered by Brigadier Dr. Samah Khamis Al Halyan, Director of Strategy and Institutional Excellence at Sharjah Police. The gathering attracted officials, directors and managers from government entities throughout Sharjah, underscoring the widespread commitment to advancing leadership practices.
This initiative forms part of the ‘Visions Towards Sustainable Leadership’ programme, established by the Department to cultivate leadership capability and enhance institutional performance across government. The initiative introduces contemporary management methodologies whilst fostering an organisational culture that champions innovation and continuous development, thereby advancing the Sharjah Government’s strategic objectives for improved service quality and institutional excellence.
The dialogue examined five essential themes centring on human-focused leadership philosophy, wherein people occupy the centre of decision-making processes, enabling them to discharge their responsibilities with maximum effectiveness. A particularly significant focus distinguished between authority and influence, emphasising that genuine influence emerges from leadership conduct rather than hierarchical position.
Participants explored the foundations of trust-building through fairness, transparency and authentic listening, alongside the conceptual evolution from delegation towards genuine empowerment. This approach strengthens employee capabilities and transforms organisational challenges into developmental opportunities. The final theme addressed sustainable leadership’s significance in establishing resilient organisational cultures and nurturing emerging leaders.
Majid Hamad Al Marri, Director of the Sharjah Department of Human Resources, emphasised the department’s commitment to cultivating innovation and entrepreneurial spirit amongst government personnel. He stressed the necessity of creating environments that empower employees and encourage creative problem-solving to elevate performance standards.
Mr. Al Marri articulated that authentic leadership encompasses balancing organisational ambitions with genuine concern for people’s wellbeing, thereby enabling them to participate meaningfully in the pursuit of excellence and innovation.
