UAE Establishes Community-Managed Virtual Authority to Empower Societal Participation in Nation-Building

Under the directives of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, a pioneering governance framework has been established to harness community talents and capabilities in service of national development and growth.

The United Arab Emirates has introduced an innovative institutional framework through the establishment of the Community-Managed Virtual Authority, a groundbreaking initiative affiliated with the Presidential Court. This visionary endeavour, inaugurated under the directives of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, represents a transformative approach to participatory governance and reflects the enduring legacy of the Founding Father, the late Sheikh Zayed bin Sultan Al Nahyan.

His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court, has issued the resolution establishing the Authority and has appointed H.H. Sheikh Zayed bin Mohamed bin Zayed Al Nahyan as its Chairman. This institutional architecture exemplifies a departure from conventional governance structures, embracing instead a flexible, non-traditional framework grounded in community participation and the periodic assignment of executive responsibilities to exceptionally skilled and experienced members of society.

The Authority’s foundational purpose centres upon empowering individuals to contribute meaningfully to national priorities and development objectives. Its operating model is characterised by innovation and experimentation, enabling community members to develop and implement solutions that generate sustainable national and societal value. The framework specifically attracts and invests in national talent across diverse demographics, encompassing youth, professionals, academics, entrepreneurs and retirees, thereby leveraging their expertise in service of the nation.

Six core principles guide the Authority’s operations. Foremost is inspiration from the Founding Father’s vision of empowering people and trusting in their capabilities. The second principle, participatory governance, strengthens integration between the state and society by involving members in governmental work. Community empowerment enables talented individuals to experiment and innovate, whilst flexibility and experimentation permit continuous testing and development free from traditional constraints. Sustainability and continuity are ensured through clear regulatory frameworks and effective knowledge transfer mechanisms, whilst national impact ensures all initiatives contribute tangibly to quality of life enhancement and national priorities.

A distinctive feature of this Authority is its periodic community-managed model, whereby a community team comprising a Director-General and supporting personnel drawn from society manages operations during specified cycles. This innovative approach promotes role rotation, expertise exchange and the broadest possible participation in the Authority’s governance and objectives, with the Director-General selected from qualified community members for each operational term.

The Authority shall develop general policies and strategies enabling community participation in creating solutions and launching national projects. It shall establish sustainable systems facilitating the submission of innovative proposals, document generated knowledge and expertise, and ensure their preservation and transfer across successive teams, thereby maintaining institutional memory and fostering continuity.

This pioneering model aligns with the UAE Centennial 2071 vision, positioning the nation as a global reference in participatory governance and a laboratory for innovative administrative systems. The framework underscores the nation’s commitment to fostering experimentation, innovation and initiative whilst strengthening engagement with its people and advancing human-centred national development.
