Urban Planning Centre Issues Streamlined Construction Framework to Enhance Project Delivery Across Abu Dhabi

A comprehensive regulatory circular establishes clearer accountability structures between supervision consultants and contractors, whilst introducing digital processes to accelerate construction workflows without compromising stringent quality oversight.

The Urban Planning and Permits Centre, operating under the Department of Municipalities and Transport, has unveiled Circular No. 9 of 2026, a pivotal framework designed to harmonise the roles and responsibilities of supervision consultants and contractors throughout all construction phases across the Emirate of Abu Dhabi.

This regulatory instrument encompasses structural, architectural, mechanical, electrical and plumbing works, alongside any additional specifications designated by the building control authority according to project requirements. The circular applies to both newly initiated and ongoing building projects throughout the emirate, establishing consistent procedural standards across the construction industry.

Eng. Abdulla Mohamed Al Blooshi, Director-General of the Urban Planning and Permits Centre, emphasised the significance of the measures: “Clear responsibilities and efficient procedures are essential to ensuring that construction projects across Abu Dhabi progress smoothly whilst meeting established quality and safety standards. Through this circular, we are strengthening accountability among supervision consultants and contractors whilst simplifying documentation and approval requirements at key stages of construction.”

The framework assigns precise responsibilities to each stakeholder. Supervision consultants bear primary responsibility for monitoring construction activities to ensure comprehensive compliance with approved drawings, technical specifications and building codes, whilst contractors must systematically document all executed works throughout the construction period. Notably, the circular establishes joint liability between consultants and contractors for any non-compliance, defects or non-conforming works within their defined legislative scopes.

A significant innovation within the circular involves the introduction of certified technical reports as an alternative to traditional phase closure permits for designated project categories. Upon completing each construction phase, a comprehensive technical report dated and signed by both consultant and contractor must be compiled, detailing executed works, inspection results and any corrective actions undertaken. Submission occurs through the Unified Permitting System, substantially accelerating project transitions and workflow efficiency.

The Centre will continue maintaining rigorous oversight through unannounced site visits across execution stages, ensuring regulatory compliance and verifying the accuracy of reports submitted via the digital system. This dual approach combines consultant accountability with governmental verification, preserving the stringent building standards for which Abu Dhabi is renowned.

Technical documentation standards have been elevated to require photographic evidence and visual technical reports verifying conformity with approved plans. The streamlined digital process does not diminish mandatory field inspection requirements or exempt projects from obtaining essential clearances from external entities, including the Abu Dhabi Civil Defence Authority.

Eng. Al Blooshi further noted: “By expanding the use of certified technical reports and digital processes, we aim to facilitate more efficient project delivery whilst maintaining rigorous regulatory oversight and clear professional accountability throughout construction.”

The UPPC has called upon developers, consultancy firms and contracting companies to thoroughly review the circular’s provisions and ensure complete compliance, reinforcing Abu Dhabi’s sustained commitment to expedited project delivery, superior construction quality and rigorous building standards.
