Dubai Municipality Becomes First City Authority Globally to Master Future Foresight

Dubai Municipality Becomes First City Authority Globally to Master Future Foresight

The emirate's municipal authority has achieved the highest tier of international accreditation in strategic foresight, embedding anticipatory governance across its entire operations and decision-making framework.

There exists a particular kind of clarity that comes from understanding not what is, but what might be. Dubai Municipality has now formalised this discipline at the highest level, becoming the first municipal authority anywhere in the world to attain Level 4 ‘Future Foresight Leadership – Master’ accreditation from the Global Innovation Management Institute. The achievement signals a fundamental shift in how one of the region’s most significant public institutions approaches the future: not as something to react to, but as something to imagine, design and shape.

The accreditation represents the culmination of intensive development. Only eleven months separate this highest tier from the Municipality’s achievement of Level 3 status in November 2025, a pace that speaks to the rigour with which foresight has been woven into the institution’s fabric. The assessment itself was conducted by international experts using GIMI’s S4 Future Foresight Maturity Model, which evaluates organisational capability across four critical domains: Scoping and Designing; Scanning and Screening; Scenarios and Foresight; and Strategy and Innovation. Dubai Municipality achieved a perfect score of 10 out of 10 across all four pillars.

What distinguishes this accomplishment is its breadth. Rather than remaining a specialist function, foresight has become embedded in how the Municipality plans, governs and innovates. This integration is supported by a comprehensive knowledge base that now encompasses 556 documented entries across the five STEEP domains: social, technological, economic, environmental and political factors. Within this taxonomy sit 396 weak signals, 114 identified trends, 36 megatrends and 10 wild cards, alongside 33 documented drivers of change. These insights feed into integrated alternative scenarios projected to 2040, stress-tested through sophisticated system dynamics modelling.

The Municipality’s approach combines continuous horizon-scanning systems, which fuse global trend analysis with local impact assessment, alongside institutional structures like the Future Observatory and the Future Shaper network. These mechanisms enable the organisation to test strategic assumptions and decisions against multiple future pathways before resources are committed. As we reported in our coverage of Dubai Municipality’s completion of over 107 transformative urban projects worth AED1.6 billion, the institution’s capacity for substantial delivery is now sharpened by this forward-looking lens.

Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, characterised the accreditation as a reflection of Dubai’s broader governance philosophy under the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai: an approach that does not await the future but imagines and delivers it. Eng. Nasser BuShehab, CEO of the Planning and Governance Sector, emphasised the translation of foresight into tangible action, describing a system in which weak signals are systematically scanned, alternative scenarios explored, and strategic options tested before implementation.

This institutional maturity underpins the Municipality’s capacity to manage complex urban transitions. Recent initiatives demonstrate the practical application of this foresight capability: Al Ruwayyah’s transformation into a comprehensive winter destination reflects anticipatory planning around seasonal opportunity, whilst partnerships such as the collaboration with ENOC to convert used cooking oil into biodiesel demonstrate foresight applied to circular economy challenges.

What it means for Abu Dhabi

Dubai Municipality’s achievement in strategic foresight accreditation sets a significant benchmark for municipal governance across the UAE. As a region increasingly recognised for its capacity to shape long-term development through sophisticated planning, this formal recognition of institutional foresight capability elevates the broader dialogue about how the Emirates approach complexity and uncertainty in urban management.

The accreditation reflects a maturation of governance practices that are relevant across the emirates. As public institutions throughout the UAE continue to develop their anticipatory capabilities, Dubai Municipality’s achievement provides both a proven framework and a demonstration of what systematic, deeply embedded foresight can deliver: municipal services designed not merely for today’s demands but resilient across multiple possible futures, ultimately serving residents and visitors with greater adaptability and long-term vision.
