Sheikh Hazza bin Zayed tours TAMM Factory as Abu Dhabi charts course toward AI-native governance

The Ruler's Representative in Al Ain Region visited the Department of Government Enablement to review how artificial intelligence is transforming public services and enhancing citizen experience across the emirate.

The gleaming halls of TAMM Factory hum with purposeful energy. Here, beneath one roof, government teams and their partners collaborate on a singular vision: services designed not for bureaucratic convenience, but for the genuine ease and comfort of those they serve. It is this philosophy that drew Sheikh Hazza bin Zayed Al Nahyan, Ruler’s Representative in Al Ain Region, to review the unified government services platform that has become Abu Dhabi’s gift to the world of digital governance.

During his visit to the Department of Government Enablement, Sheikh Hazza was received by Ahmed Tamim Hisham Al Kuttab, Chairman of DGE, and Dr Mohamed Abdulhameed Al Askar, Director-General of TAMM. The platform represents far more than a technological achievement. It embodies a fundamental reorientation of government work: placing citizens at its very centre, saving them time and enhancing their quality of life through what amounts to a complete reimagining of how public services can be delivered.

TAMM has evolved into a global exemplar. The platform now serves 4.9 million users across more than 1,200 public and private services delivered through more than 49 partners. The numbers speak to its reach and impact: 18 million transactions processed annually, a satisfaction rate of 94.5 per cent. More remarkably, the platform’s AI Assistant manages 96 per cent of enquiries and service requests without human intervention, handling everything from vehicle registration to business licence renewals, passport and Emirates ID applications with seamless efficiency.

The innovation extends further still. TAMM AutoGov, described as the world’s first AI public servant, operates proactively rather than reactively, saving users more than AED17 million annually in late fees and fines by anticipating needs before they become problems. For the government itself, the platform saves 5.6 million working hours annually, a liberation of human effort that allows public servants to focus on work requiring genuine human judgment and compassion.

Sheikh Hazza affirmed that this achievement reflects Abu Dhabi’s resolve to develop proactive services and harness artificial intelligence to make government more accessible across all regions of the emirate. He expressed particular pride in the national talent shaping these innovations. As we reported when Sheikh Hazza affirmed support for Khalifa University’s research excellence and innovation leadership, the emirate’s commitment to nurturing intellectual capital extends across its institutions.

Ahmed Tamim Hisham Al Kuttab reflected on the moment: “Abu Dhabi has become a global blueprint for AI-native governments, built to serve people and anticipate their needs.” Governments from around the world now study TAMM’s model, seeking to understand how a region transformed its relationship with its citizens through thoughtful technology deployment. The platform has transcended its local origins to become a template for governance itself.

What it means for Abu Dhabi

This evolution toward an AI-native government reshapes the relationship between citizen and state. When government services anticipate needs rather than waiting for problems to arise, when 96 per cent of routine queries resolve without human intervention, citizens reclaim hours that might otherwise vanish in queues and waiting rooms. The savings compound: AED17 million returned to residents annually through proactive fee prevention alone represents genuine improvement in household finances across the emirate.

For Abu Dhabi’s wider ambitions, TAMM’s global recognition as a governance model elevates the emirate’s intellectual standing. It demonstrates that the region’s leadership understands not merely technology, but its humane application. As Sheikh Hazza continues to convene community leaders and development stakeholders across Al Ain Region, the foundation of efficient, responsive government services strengthens the ground upon which all other progress must build.
