UAE Secures Fourth Global Ranking for Nuclear Facility Protection
The Emirates has demonstrated exceptional progress in the 2026 Nuclear Threat Initiative assessment, reflecting sustained commitment to safeguarding its peaceful nuclear energy programme against emerging security challenges.
The United Arab Emirates has achieved a notable distinction in the 2026 Nuclear Threat Initiative (NTI) Nuclear Security Index, securing fourth place among 48 nations evaluated for their protection of nuclear facilities against sabotage. This achievement underscores the Emirates’ unwavering dedication to fortifying its nuclear security infrastructure and enhancing the resilience of its peaceful nuclear energy operations.
The assessment, conducted by the Nuclear Threat Initiative in partnership with Economist Enterprise, evaluates countries across multiple dimensions of nuclear security, encompassing physical protection measures, insider-threat prevention, response capabilities, cybersecurity protocols and organisational security culture. The UAE’s ranking demonstrates the effectiveness of its comprehensive regulatory approach and the strength of its institutional frameworks.
In addressing global nuclear material security, the Emirates ranked joint 15th among 154 countries and areas assessed for combating nuclear material theft, achieving a score of 85 out of 100—an improvement of two points from the recalculated 2023 baseline. This consistent upward trajectory reflects progressive institutional development across the sector.
The most significant advancement appears in the UAE’s security and control measures, with the score increasing from 66 in 2023 to 86 in 2026. The Nuclear Threat Initiative attributed this progress to several key enhancements: strengthened requirements for nuclear facility protection, refined cybersecurity provisions, more rigorous personnel vetting procedures and reinforced preparedness and resilience protocols.
Hamad Al Kaabi, Director-General of the Federal Authority for Nuclear Regulation (FANR), commented on the achievement, noting that the strong performance reflects the Emirates’ commitment to maintaining a robust and continuously improving nuclear security regime. He emphasised the importance of vigilance and preparedness as the security environment evolves, reaffirming the UAE’s commitment to collaborating with national and international partners.
Since its establishment, FANR has developed an integrated regulatory framework aligned with national legislation and international obligations. The authority conducts comprehensive inspections of nuclear facilities and oversees compliance with security requirements through effective coordination with relevant national entities.
Notably, the NTI identified the UAE among twelve countries recognised as emerging drivers of global nuclear security progress, acknowledging nations that have sustained domestic improvements whilst supporting international efforts. This recognition reflects the Emirates’ broader commitment to strengthening the global nuclear security architecture through collaborative engagement with the International Atomic Energy Agency and international counterparts.
