UAE Public Prosecution Showcases AI Governance Framework at UN Crime Prevention Congress
The UAE Public Prosecution participated in the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi, presenting its pioneering approach to artificial intelligence in judicial systems.
The UAE Public Prosecution took centre stage at the opening of the 15th United Nations Congress on Crime Prevention and Criminal Justice, held in Abu Dhabi until 1st October 2026. The prestigious gathering, attended by Dr. Hamad Saif Al Shamsi, UAE Attorney-General, and members of the Public Prosecution, brought together international justice experts to address contemporary challenges facing the global criminal justice system.
The Congress convened under the overarching theme of “Accelerating crime prevention, criminal justice and the rule of law: protecting people and planet and achieving the 2030 Agenda for Sustainable Development in the digital age”. Participants engaged in substantive dialogue concerning emerging forms of criminal activity, the strengthening of international cooperative frameworks, equitable access to justice mechanisms, the responsible deployment of technology, and enhanced judicial collaboration to counter transnational crime and combat digital-age fraud.
Chancellor Salem Ali Al Zaabi, Chief Prosecutor and Head of Public Prosecution at the Office of the UAE Attorney General, presented the UAE’s pioneering work during a specialised session on “Artificial Intelligence in Criminal Justice Systems”. His contribution illuminated the Public Prosecution’s evolution from utilising artificial intelligence tools to enhance operational efficiency towards establishing a comprehensive institutional governance framework that regulates their application across judicial operations.
The framework, Al Zaabi explained, rests upon three foundational pillars: legal legitimacy, institutional accountability and human oversight. These elements work in concert to preserve the safeguards inherent in the justice system and reinforce public confidence in judicial determinations. The governance architecture encompasses a dedicated strategic vision, an ethics charter, a comprehensive policy governing artificial intelligence deployment, and a sophisticated matrix for evaluating associated risks.
In remarks to the Emirates News Agency, Al Zaabi emphasised that the UAE Public Prosecution has transcended the preliminary phase of technology adoption focused on workflow acceleration. Instead, it has cultivated a holistic AI governance framework designed to ensure responsible technology deployment, maintain legal supremacy and human oversight, and respect the distinctive character of judicial work.
The UAE’s continued engagement at the Congress includes collaborative knowledge exchange with international justice institutions, presentation of the nation’s justice system development experience, and substantive contribution to global discourse on establishing more sophisticated and responsive criminal justice systems equipped to address contemporary and evolving criminal methodologies.
