Ten Priority Areas

The regulatory framework encompasses ten distinct areas of emphasis: the accuracy, timeliness and quality of annual filings and licence renewals; audit quality standards and auditor conduct; data-driven, risk-based supervisory approaches; beneficial ownership transparency requirements; responsible innovation and emerging technologies; consumer protection mechanisms; anti-money laundering and counter-financing of terrorism compliance among designated non-financial businesses and professions; elevated standards for company service providers; prevention of unlicensed activities and misleading claims; and timely, proportionate enforcement measures.

Fostering Governance Excellence

The document reflects the RA’s commitment to proportionate, risk-based regulation whilst fostering a culture of sustained improvement across governance, conduct and regulatory standards. As ADGM continues to expand in scale, sophistication and international standing, the authority emphasises the necessity of maintaining exemplary compliance frameworks. The publication includes carefully calibrated key performance indicators designed to measure progress and regulatory outcomes across each priority area.

Rashed Al Blooshi, Chief Executive Officer of the Registration Authority, stated that publishing regulatory priorities annually constitutes an essential element of transparent and accountable governance. He emphasised that the publication provides the ADGM community with enhanced clarity and predictability regarding regulatory expectations, enabling firms to prepare effectively and contribute to a robust compliance culture.

Mr Al Blooshi further noted that as ADGM matures as an international financial centre, maintaining elevated standards of governance, transparency and compliance becomes increasingly vital. The authority’s risk-based approach focuses not solely on responding to non-compliance, but on encouraging continuous improvements across the ADGM community. By establishing priorities transparently, the RA supports a culture of continuous advancement whilst reinforcing confidence in ADGM as a trusted and meticulously regulated international financial centre.
