UAE Ministry of Finance Lists Second Sovereign Retail Sukuk on Nasdaq Dubai

The Ministry of Finance has announced the official listing of its second five-year Sovereign Retail T-Sukuk on Nasdaq Dubai, following exceptional investor demand that exceeded the AED50 million target by 5.7 times.
The Ministry of Finance has marked another significant achievement in developing the nation’s capital markets with the successful listing and commencement of secondary-market trading for its second five-year Sovereign Retail T-Sukuk on Nasdaq Dubai.
The offering demonstrated remarkable investor confidence, attracting subscription orders of AED285 million—substantially exceeding the AED50 million target issuance size. This exceptional response underscores the appeal of government-backed savings instruments that provide both security and attractive returns to holders.
The secondary listing on Nasdaq Dubai now enables investors to buy, sell or trade their holdings through authorised brokers, offering complete portfolio flexibility and liquidity. Active market makers and dedicated liquidity providers ensure continuous order-book execution, allowing investors to expand their positions or exit their investments according to their financial circumstances.
The offering has successfully advanced financial inclusion across the UAE, with retail investors subscribing for AED10,000 or less representing 75 percent of all applications. UAE nationals comprised 69 percent of total demand, whilst the issuance attracted broad international interest across 110 nationalities. Women accounted for 17 percent of invested capital, and young investors under 25 demonstrated strong engagement. Notably, nearly half of the unique subscribers were returning investors from the inaugural tranche.
Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, remarked: “The commencement of trading for this second Sovereign Retail T-Sukuk issuance on Nasdaq Dubai marks another strategic milestone in deepening the UAE’s domestic AED-denominated capital markets and reaffirms our commitment to delivering sovereign investment instruments that pair security with attractive returns.”
He continued: “Enabling secondary-market trading provides investors with liquidity and asset flexibility, whilst advancing financial inclusion and embedding a sustainable culture of saving across families and communities. Working closely with our partners across the financial ecosystem, we will continue enhancing the efficiency of government debt instruments to drive national strategic goals.”
The Sukuk features a five-year tenor with semi-annual profit distributions and a minimum investment threshold of AED1,000, making it accessible to a broad spectrum of investors. Following the subscription period from 23rd to 28th September 2026, secondary-market trading is now live on Nasdaq Dubai.
