UAE Capital Market Authority Charts Ambitious Regulatory and Digital Transformation Roadmap

The CMA unveils plans for sweeping regulatory initiatives and AI-driven modernisation, positioning the UAE alongside world-leading financial centres

The UAE Capital Market Authority is preparing to introduce significant regulatory initiatives aimed at streamlining transactions between free financial zones and the mainland across designated financial services sectors, according to Waleed Saeed Al Awadhi, Chief Executive Officer of the CMA.

Speaking at the 19th annual conference of the Middle East Investor Relations Association in Dubai, Al Awadhi outlined an ambitious programme of regulatory modernisation that reflects the Authority’s commitment to maintaining competitive parity with the world’s foremost financial hubs. The CMA has already enacted considerable legislative reforms throughout 2026, fundamentally reshaping the regulatory architecture governing financial services across the Emirates.

Drawing comparisons with the regulatory frameworks of London, Singapore and Hong Kong, Al Awadhi emphasised that the Authority’s supervisory standards now align with those of leading international financial centres. This ongoing refinement process sees the CMA introducing new regulatory decisions and rules on a monthly basis, ensuring the sector remains responsive to evolving market dynamics and international best practices.

Artificial Intelligence as Strategic Imperative

Artificial intelligence has become embedded throughout the Authority’s operational structures, representing far more than a technological enhancement. The CMA is deploying AI technologies across employee functions, supervisory activities and investigative procedures, creating a more sophisticated and responsive regulatory environment.

The Authority has integrated advanced investigative technologies that offer predictive capabilities, enabling the identification of emerging market developments and potential sectoral challenges before they fully materialise. This proactive approach strengthens the CMA’s ability to maintain market integrity and protect investor interests across the UAE’s financial landscape.

Al Awadhi confirmed that the Authority will announce a comprehensive transformation initiative encompassing artificial intelligence and digital modernisation before the close of 2026, with the announcement scheduled for December. This significant milestone represents the culmination of substantial preparatory work and reflects the CMA’s determination to position the UAE’s financial sector at the forefront of technological innovation and regulatory excellence.
