Abu Dhabi Declaration Charts Five-Year Strategy Against Financial Crime

The 15th United Nations Congress on Crime Prevention and Criminal Justice has adopted a landmark declaration establishing a comprehensive roadmap to combat evolving financial threats, from money laundering to artificial intelligence-enabled crimes.

Abu Dhabi has become the focal point for international efforts to counter financial crime, following the adoption of the Abu Dhabi Declaration at the 15th United Nations Congress on Crime Prevention and Criminal Justice. The declaration establishes an ambitious five-year framework designed to strengthen global capacity in addressing the multifaceted challenges of modern financial criminality.

Judge Hatem Ali, UNODC Regional Representative for the Gulf Cooperation Council Region, underscored the declaration’s significance in mapping the future direction of crime prevention efforts. The framework emphasises strengthening the institutional and human capacity of nations and communities to support governments, law enforcement agencies and criminal justice authorities in preventing and combating crime across all jurisdictions.

A cornerstone of the declaration lies in its recognition of community engagement as a vital component in the fight against crime. The roadmap champions the deployment of contemporary communication channels, notably social media, as effective tools for mobilising public support and awareness. This innovative approach acknowledges that combating modern crime requires partnership between authorities and the communities they serve.

The declaration addresses the increasingly sophisticated landscape of financial misconduct. It establishes specific measures to strengthen efforts against traditional threats including money laundering and terrorist financing, which continue to pose significant risks to global financial stability and security. Importantly, the framework also addresses emerging threats that reflect the rapid advancement of technology.

Artificial intelligence and cyber technologies feature prominently in the declaration as areas requiring heightened attention and coordinated international response. These emerging vectors of financial crime represent the evolving threat landscape, demanding proactive regulation, technological innovation and international cooperation to stay ahead of criminal adaptation.

The Abu Dhabi Declaration represents a significant diplomatic achievement, bringing together the international community around a shared commitment to financial integrity and security. The five-year roadmap provides a structured approach to implementation, enabling member states to develop tailored strategies whilst maintaining alignment with global standards and best practices.
