Abu Dhabi Establishes New Global Standard for Business Launch Speed

Abu Dhabi Establishes New Global Standard for Business Launch Speed

The emirate is reshaping its economic framework to accelerate the investor journey from decision to operations, combining regulatory reform, digital integration and coordinated government services.

Abu Dhabi is charting an ambitious course to establish itself as the world’s most expeditious environment for business establishment and operation. Rather than measuring success through isolated metrics, the emirate is adopting a holistic approach that encompasses the entire investor journey, from the initial investment decision through to the commencement of actual commercial activities.

Ahmed Jasim Al Zaabi, Chairman of the Abu Dhabi Department of Economic Development, articulated this philosophy with characteristic clarity, emphasising that acceleration must be accompanied by procedures that are transparent, coherent and entirely predictable. The vision extends well beyond merely expediting individual government transactions; it represents a comprehensive reimagining of how businesses navigate the path to operational readiness.

The emirate’s progress reflects sustained commitment to systemic reform. In 2021, a coordinated effort spanning more than 20 government entities achieved a remarkable reduction in establishment requirements, eliminating 71 percent of procedural complexity through meticulous review and the removal of redundant steps. That same year witnessed the launch of the Investor Journey platform through TAMM, a pioneering digital portal that consolidated government transactions and approvals into a single, integrated process. The ecosystem subsequently broadened to encompass essential services from banking, telecommunications and insurance providers.

The current phase represents an evolution of this strategy, with particular emphasis upon streamlining the operational requirements that follow initial approval. Through enhanced coordination among relevant entities, Abu Dhabi aims to compress the timeline for premises preparation, utility connections, permitting, and financial arrangements.

Recent initiatives demonstrate this coordinated approach in practice. The Department of Municipalities and Transport introduced the Government Asset Investment service through TAMM, enabling investors to access opportunities involving government land and assets whilst completing the entire investment process through standardised templates. Simultaneously, the customs landscape has transformed dramatically, with pre-arrival clearance transactions rising from 47 percent in 2023 to 89 percent in the first half of 2026, whilst direct system integration has accelerated transactions by 23.5 percent year on year.

This acceleration occurs within a context of robust economic expansion. Non-oil activities accounted for 54.7 percent of Abu Dhabi’s gross domestic product in 2024, whilst new economic licences increased by 21 percent in the first quarter of 2026, following 29 percent growth in the preceding year. Al Zaabi observed that each new licence represents an entrepreneur’s or investor’s deliberate choice to build their future within the emirate.

Abu Dhabi’s aspiration is forthright: to become the global benchmark against which the speed of the investor journey is measured worldwide.
